r
PSINUTEa OF THE MEETING OF THE COUNCIL
OF THE CITY OF NOKTt' Ji~MSTE~D
I30VEMBER 8, 19 4
Present: President Dewey N. Lampert, Councilmen Beaty, Boeh~r, Logan, Petrigac,
Saringer, Sharpe, Wilamosky.
Also present: Mayor Robert W. Swietyniowski, Law pirector Michael Gareau,
Finance Director Robert Brogan, Safety Director Eugene Petre,
Service Director Joseph Corrigan, City Engineer Ronald Zurawski,
Clerk of Council Florence Ce~pbell.
Meeting was called to order by President Lampert at 8:00 P, M.
President Lampert announced that 1) Ordinance No. 78-129 has been restoved frog the
agenda. 2) extended birthday congratulations to Councilman Sharpe.
Minutes of Council Meeting of October 17, 1978, were approved as read.
Safety Director Petre reported: 1) the North Olmsted Recreation Complex roof project
is scheduled to start an Monday, November 13th. The Northern Ohio Roofing Co~any
was awarded the contract to perform the work and we have selected a Carlisle roof
membrane system which includes a ten year warranty on labor and matetals.
2) the City of North Olmsted has encountered a great deal of traffic congestion be-
tween Silverdale and SgaXky Lane on the north side of Lorain Road. This serious
problem basically affects the health, safety and welfare of the citZxens of our
community. Would appreciate a meeting with the Safety Come~iittee with a view to adopt
legislation prohibiting left turns into and-out of these properties during .certain
hours of the daq.
3) have received several reports from the Police Department with regard to the re-
peated damage to City property at the Ciague Road Playground. Steel doors have been
removed several times and repair costs are increasing. One consideration might be
to tear down the two structures before aomeane is injured. The report also indicates
that both buildings have becoss* a breeding ground far improper activities by
juveniles who are hidden from view. inside these buildings.
4) have contacted the Ohio Department of Highway Safety and expressed personal inter-
est in participating in the State's Young Driver Test Program. This program is
geared for young drivers between the ages of 15 and l9 years of age. The program
offers public information such as phamplets, quizaes, audio-visual presentations, etc.
In 1977, we had 364 fatalities in that age group in the State of Ohio. This age group
represents about 10~' of all Ohio licence holders Who were involved in 2S% of last
year's fatal accidents. The 364 fatalities was higher than the combined total of
traffic deaths among all Ohioans from the age .group of 3S to S5 years of age - so a
five year comparison to a twenty year co~arison in age. Must join in th;~,s effort to
raise public awareness of the young driver problem. Is looking ~orwa~l to g;~ttin$
involved in this project as much as possible.
President Lampert asked Mr. Boehmer, Chairman of Safety, Health and Welfare Co~nittee
to take this under consideration.
Mrs. Petrigac, Chairman Environmental Gontrol Coimnittee reported: 1) Cos~ittee met on
~`' Monday, November 6th, with all membet^a present as well as Mr. harry Crider. t3ommittee
discussed Ordinance No. 78-132, 78-248, and 78-149. Majority of cons~ittee voted for
approval of Ordinance No. 78-132 which is on thud raadix~g tonight. Comsd.ttee by
unanimous vote approved Ordinance No. 78-1+48 and 78-149, both of which are on second
reading tonight.
i, - .. -.. wars'.Td~eK+a«.gceiUAC~I~%~T~`$
t.
