Mi1+N7TES OF TFiE NESTING OF THE (~?LfiICIL <br />OF THE CITY OF NORTH OLMSTEA <br />MAY a, 1978 <br />Present: President Dewey Limpert, Councilmen Beaty, Boehmer, Logan, Petrigac, <br />Beringer, Sharpe, Wilamosky. <br />Also present: Mayor Robert 5wietyniowaki, Law Director Michael Gareau, Finance <br />Director Robert Brockman, Safety Director ~3ugene Pure, Service Director <br />Joseph Corrigan, City Engineer Ronald Zurawski, Clerk of Council Nora H311. <br />Meeting was called to order by President Limpert at 8:00 P.M. <br />Minutes of Council Meeting of April 18, 1978, were approved as read. <br />Mayor Swietyniowski reported: 1) the deadline for voter registration for 3uae <br />Primarp is May 5th. One may register at the City Administration Building between <br />now and then during office hours between 8:30 a.m. and 4:30 p.m. Applications for <br />absentee ballots are available also. <br />Service Director Corrigan reported: l) attended a Streets & Drainage Committee meeting <br />on April 20, 1978, and indicated at that meeting we would have a response tonight <br />to several specific requests of some of the citi$eury who attended the Committee <br />meeting. Specifically Mr. James Cornish of 24655 Maple Ridge Road, proposed two <br />short term solutions to the flooding problem of Maple Ridge for consideration of <br />Service Department. At that tosetir~g the Service Directox covered that there are <br />many problems that are leading to the flooding. Ote recommendation was the manhole <br />be raised approximately four inc'~s above the road level so in the event of flooding, <br />water would not drain into the sew due to the holes in the manhole lid, We did <br />inspect the manhole and lid: there are not any holes in the lid so it would not <br />accomplish anything to raise that manhole higher than the street's surface. The <br />other reconmzendaton was that the culverts that are under the driveways leading <br />into the homes possibly be increased in sine. In meetings with the superintendents <br />of the Systems and Treatment Plant it was obvious the ditches in front of the homes <br />have accumulated a large amount of debris; some of the intakes to the various <br />culverts were almost completely blocked by dropped debris, brick works from the <br />basewalls of the driveway culverts, etc. The service crews cleaned them last week. <br />We also inspected where the drstinage Swale goes underground for a short distance <br />in front of the two homes at the point where it crosses the read into Westlake with <br />t.v. camera and it is completely free of debris. We have done what can be done on <br />a short term basis as far as cleaning up the ditches. Regarding the proposal that <br />the culvert size be increased - cost would be substantial because we have a lot of <br />54" drop at some points from the drive surface to the bottom of the Swale. The City <br />is engaged in an inflo infiltration study that would address the long range <br />problems relative to the floadiug in that area. The other factor is if we do install <br />larger culvert pipes in front of those particular homes, based upon the experience <br />of the .Systems Superintendnt awl the Service Department Superintendent, the backup <br />is created in rainstorms from the restrictive culvert pipe new in Westlake that <br />goes under Hall Road, and the pressuxe comes back from Westlake where it is <br />restricted at the Hall Road culvert. To increase the size of the culvert pipe <br />would not solve that problem and on a cost basis whether the City would pay for <br />it or whether the theory was applied that the abutting property owners are the <br />beneficiaries of the increased culvert pipe and should be assessed by Council is <br />an unclear issue at this point. Would not recommend that this be done at this time; <br />
