GC«-~, <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF TfU; CITY OF NORTR OLMSTED <br />APRIL 18, 1978 <br />Present: President Dewey Li~ert, Couatcils~an Beaty, Boehmar, Logan, Patrigac, <br />Beringer, Sharpe, Wlaetosky. <br />Also present: Mayor Robert tynioci, Law Director Michael Gateau, Finance <br />Director Robert Btcoc~ata,, Safety t~ttar Eugetee Petra, Service Hirector <br />Jogaph Corrigan, City er &usld Zura~ki, Clerk of Council Nors Aill. <br />Meeting was called to order by President Lit~rart at 8:00 P.M. <br />Mayor Swiatyniowski reported: 1) bsgi:3ning Mgy 1, 1978, curfew regulations iu the <br />City will be strictly enforced. This is part of a concerted effort by the Adminis- <br />tration and the Police Dapart~esnt, frith r+deat coaparation, to begin a citywide <br />crackdown on crimes in neighborhoods and business areas, particularly the vandalism <br />which has nctceasad so r:pithy in recamt years. Combined with the first phase of <br />our Block iiktch Prograte, which will oclvde owing additional auxiliary police in <br />City parks sad residential nei , we baps to make the message clear to <br />those who are vactdalizing our city. We are no longer going to assure anothing- <br />can-be-done attitude. Mayor staked the curfew for minors which is contained in <br />Section S09.Q8 of the Codified Ordixuu~ces. Nayor stated these restricticnts are <br />not desi~aad to punish the vest ma3c-rity of law-abfdiag yowa~gsters. lltsther, they <br />are intended to provide ua with a etetbod of dealing with the small few who era <br />responsible for our rising yule crime-rata. Most itsportantly, as are depending <br />on the cooperation of every resident, every parent. If we all work togathax, rote <br />can make pragtass; <br />2) beginning May 1st a new program of additional auxiliaries will go into effect <br />These five auxiliary police will s~plea~t regular police patrol during the <br />summer months, spending their tiros in residential neighborhoods, school and park areas. <br />The program will double the coverage dutiag peak periods and will provide munch closer <br />surveillance in our neighborhoods. This is the first pause of an ongoing effort to <br />develop a comprehensive crime prevention program, the neat phase being a citizen <br />patrol which. we plan to have operational next summer; <br />3) the Fireworks Program for July 4th will not be sponsored this year by the <br />North Olmsted Chamber of Comseree as it has been in the past.. fla must find another <br />source of sponso~liip or consider fumling the program out of the City's General <br />Fund if the aonep can be fou~ad. Cost is approximately $2,700. Thinks it is <br />important that wa have this psvgrast, and is making for input from Council in solving <br />this problem. A decision must be made soon since the firms which schaele fireworks <br />need an early comwita+ent from the City; <br />4) at last Cvuacil feting, C+auncil was informed that the $58,000 LEAA Grant had <br />been ra~acteel and that wa wou2+d consider replying. Will be meeting later this <br />week with parsons from the Palos Department, the Criminal Justice Coordinating <br />Council, the North Opted Schools, and the Adm~.nistration, to explore outer <br />possibilities for a crime-control giant application by the deadline of July 1, 1978. <br />Any thoughts from Council on critea-praverttian needs would be appreciated; <br />S) would like to remind residestts that this Thursday, beginning at 7:30 P.M., <br />is Mayor's Listening bight, in the Adsinistration Building; <br />6) Council ha: requested an in-depth rep,prt on the status of the Recreation Comple~c. <br />The Adteinistrstion has been assessistg this since 3anuary to gain a total understand- <br />ing of the Coaplax's problems, its strong points, and what must be done to make this <br />facility as successful as ~ssible. An iatansive study was conducted during the <br />__~ <br /> <br />
