.~.s <br />-~~:.. <br />MI1~UT8S OF THB MSBTIRG OF TH~t COU~iCIL <br />of THE CITY OF NORTH oLt~TBD <br />APRIL 4, 1978 <br />Present: President Dewey Lampert, Cavpa+cilawen Beaty, Bosha~er, Logan, Petrigac, <br />Beringer, Sharpe, Wlamosky. <br />Also present: Mayor R~obsrt Swistyaiaaamic, Law Director Michael Gateau, Finance <br />Director Robert Bro~aca~, Service Director Joseph Corrigan, City <br />Engineer Ronald &urawski, Clark of Council Nora Hill. <br />besting was called to order by President Li.:dpert at 8:00 P.M. <br />Minutes of Gatulcil besting of March 21, 1978, were approved as read; Minutes <br />of Special Council Meeting of March 28, 1978, were approved as read. <br />Mayor Swietyniowski reported: 1) would like to request confirmation from Council <br />for the appointment of Mrs. Pat Strange as Forth Olmsted's Citizen-Coaaa~unity <br />Representative to the Urbso Cot~ty Citizens' Advisory Comeittee of the Comaasaaity <br />Development Block Grant Program. Mrs. Straazge has alxeady been serving ~affically <br />in this capacity for sometime; <br />2) reminded Council about the regioaial conference involving key meters of County <br />Government and the Mayors and Cotuacilmen of the west suburban communities to be <br />held April 5, 1978, from 7 to 9 p.n. at Lakewood City Hall Council rs; <br />3) received coaaaanmicativa today from the U.S. Dept. of Justice, Law ~foresmsnt <br />Assistance A~niatration ragerdiAg the $68,000 grant application which has bean <br />in the works for the past couple of years. The application has been rejected. <br />There were various reasons why it was rejected and generally they were heated upon <br />not enough citiaen participation xritten into the grant itself. Were infarmsd that <br />we can resubmit the grant application between June of this year and July of next <br />year, so are going to rewrite and resubmit it. <br />Service Directar Corrigan reported: 1) in the past there has been a small planting <br />of ornamental trees in the Spring: this year will postpone that until gall. These <br />are bare root type trees aAd the Fell is the best time to get the~ea started in many <br />respects. Other reasons for postpoaa~ent are: the Service Department waa3ts to <br />assess some of the damage over the past Winter; additionally, the crswa ate very <br />busy right now on leaf pickup wfich is a carry-over from last Fall. This presents <br />a heavy burden on the Service D~artment, particularly when leaves have been in <br />swales and ditches over the last Winter. Service Director Corrigan explained the <br />type of machinery we have for leaf pickup service does not work well on wet, soggy <br />leaves. First priorities ere swales and drainage ditches. Another factor for <br />postponing the tree planting is that the Service Department is trying to get sow <br />basic cleanup of the cia~ars and gravel that were put down for ice conditions last <br />Winter. The goon of pe t leaf pickup in !te Fall is under svatluation. <br />It is felt that long tangs it would be a sore efficient use of manpo~r, bertter <br />service and batter cost factor if wee revert to bagging the leas in the Fall and <br />picking them tap an-the regular rubbish pickup and end it there in the Fa11 Season. <br />By Fa11 Service Director Corrigan will have a program to r®cosmeend. <br />City Engineer Zurawski reported: 1) are leaking into Lorain Road signalizaton. <br />Initially theta was a project jointly by tbs State, County and City to provide a <br />progressive three dial system on L+arain Rd. w~aich would facilitate the t <br />of traffic dwting a.aa., p.m., and off~paa~k hours. The project cast roughly $'85,000 <br /> <br />
