Limpert, Councilmen Beaty, Boehmer, Lagaa, Petrigac, <br />Saringer, !ailamoeky. <br />Also presant: Ma.yor Rolert Swietyniowski, Law Direetor Mich8el Garesu, Finance <br />DirecCox Robert Brockman, Sa£ety Director Eugane Petre, Service <br />Direc'tor Joseph Corrigan, City Engineex Roaa2d Zuraws'ki, Clerk of <br />Council Floxence Canepbell. <br />Absent: Councilman Sharpe. <br />Meeting cias called to order by Pxesident Limpert at 8:00 P.M. <br />Presideat Limpert invited members of Che audience to join Membera of Council in re- <br />citing the Pledge of Allegiance. <br />Minutes of Council Meeting of January 16, 1979, were approved as read. <br />President Limpert reported: 1) Mrs. Sharpe's absence is due to illness. <br />2) Ordinance No. 78-179 has been removed from Cani$ht's sgsnda. <br />3) Ordinance No. 79-5 has been amended and will be reported out in eamittee. <br />4) Ordinance No. 79-19 has been 4dded to tonight's agenda. <br />5) Resolution Nos. 79-10 aad 79-11, and Qrdinance Nos. 79-14, 79-17, and 79-18 will <br />be asked for suspension of rule requiring three readings and committees wi.11 report on <br />reasons for same. <br />Service Director Corrigan reported: 1} Ordinance No. 79-18, canpensation to be paid <br />to the emploqees of the Narth Olmsted Municipal Bus Line, cavers only the hourlp <br />empl.oyees of the Bus Line. Salary recomaendations relatfve to salaried aad manage- <br />ment personnel of the Bus Line wi.ll be forthcoming at a later Coimcil MeeCing in con•- <br />junction with basic recommeadations for salaried employees by the Aclmi.nistration. <br />That is the reasan why it only covers the houriy employees. Fergonnel involved in <br />management per se, and under a salary structure, will be granted increa;ses based em <br />intrinsic merit o£ the individual and will be so evaluated. <br />City Engineer Zurawski reported: 1) last night the Fairview Park City Council appraved <br />an ordinance aZlowing the Mayor of Fairview Park to enter into aa agxeement with the <br />City of iVorth Olmsted far the Ci.ty of North Olmsted to conduct a£acilities plan study. <br />A resolution of caaperation for the facilities plan was also approved by the Board of <br />County Commissionere which means that all legislation has been paased. <br />Law Director Gareau reported: 1) Members of Council are familiar with the garbaga in- <br />centive program and the litigation that has ensued because of it. Haa received word <br />fram the American Axbitration Association that becsuse the City and the unian cculd <br />not reach an agreeaent with respect to selecting an arbitrator, that they have selected <br />an arbitrator, and tentatively set the arbitratioa hearing for the Sth of May. Pursuant <br />to that, have never zea11p had that arbitration hearing set so CoAseQtiBAtl'3? i8 giDiItg to <br />go into the Comewn Pleas C.ourt and ask for a stay. Will also $o f.uto tho Caurt of <br />Apgeals, where the ease 3.s curxently pending, and ask £or a staq and eajoin the Ameri- <br />can Arbitration Association from pursuing this until thia matter is finally litigated in <br />the Court of Appeals. <br />2) wtth respect to the Burkett case which has to do with the Sewage Treatment Plant, <br />Judge McManagle tas scheduled a pretrial hearing for February 22nd. <br />3) in the paet couple of week.s, on behaXf of the City, appeared at sA arbitraCicn <br />hearing f or the City wf.th respect to overtime prov3.ssions and aleo submitted a l.ist <br />
