<br />(&) In the event the City Planning Cnmm~ssion shall determine to ap-
<br /> ' " au~k.~m.,e the issuance of a permit, it shall:

<br />~ ) Prescribe such conditions and regulations with respect to the
<br />construction and maintenance of fences or walls, hard surfacing,
<br />drainage, &riveways by way of entrances and exits and over and
<br />through the premises, landscaping, signs and lighting, and also
<br />with respectto s~t-&~ck~from strekts and adjoining property
<br />lines, evening and night use, repair, serVicing, storage, exhibi-
<br />tion and sale of motor vehicles, and the parking, loading and un-
<br />loading of trucks and other types of commercial vehicles, as may be
<br />reasonably necessary and applicable to any specific premises to
<br />mtvtmize possible neighborhood detriment;
<br />
<br />(b) Prescribe the maxfmumperiod of the permit which shall, in each
<br />case, be l~mtted to the shortest Deriodreasonablynecessary to com-
<br />pensate the applicant for expenditures in developing the premises
<br />for parking use, and ~hich shall, in no event, exceed ten years;
<br />
<br />(c) Require the applicants, consent in writing to all conditions and
<br />regulations imposed as a condition precedent to the issuance of a
<br />permit; and
<br />
<br />(d) Certify the approval of the application, together with any im-
<br />posed conditions and regulations and applicants' consent thereto, to
<br />the Clerk of Council,
<br />
<br />(5) The Clerk of Council shall submit such certificate, together with
<br />all documents in connection therewith received from the City Planning
<br />Commission, to the Council at its next regular meeting. The Council
<br />shall, not later than the next regular meeting following the submission
<br />of the certificate by the Clerk, proceed to consider the certificate,
<br />the documents submitted therewith, and such other matters in connec-
<br />tion therewith as may be brought before the Council, If the Council,
<br />at such meeting, by majority vote of ~11 members elected thereto,
<br />shall disapprove the issuance of the permit the action of the City
<br />Planning C-mmlssion authorizing such issuance shall be void and with-
<br />out effect,
<br />
<br />(6) In the event that the Council shall not disapprove the issuance
<br />of the permit, at the time and in the ,~nner above stated, the action
<br />of the City Planning Commission authorizing~he issuance of the permit
<br />shall be in force and effect, and the Clerk of Council shall transmit
<br />to the Division of Permits the certificate of the City Planning Comm~s-
<br />sion, together with any imposed conditionm and re~latieus and appli-
<br />cants' consent thereto,
<br />
<br />(7) Upon receipt of such certificate and upon receipt of a permit fee
<br />in the amount of ~50.O0, the Permit Clerk of the Division of Per.its
<br />shall:
<br />
<br />"a) Issue a permit to the certified applicant inform as prepar~
<br />by the Director of Law; and
<br />
<br />(b) Notify the City Engineer of such issuance who shall note the
<br />fact and date of maximum termination on the Zone Map.
<br />
<br />(8) Ail permits, regardless of maximum period for which issued, shall
<br />terminate upon the transfer of the interest of the person, firm or
<br />corporation in the premises~ by death, sale, lease, assignment, opera-
<br />tion of law, court decision, or otherwise; provided that the permit may
<br />be continued in the transferee by written assumption of its conditions
<br />by the transferee and upon such further conditions as the City Plan-
<br />ning Commission may prescribe.
