Said Board shall have control over all tmprovement$~ to w~rk for, or <br />repairs to said hospital as well as the purchase of alt necessary sup- <br />plies, materials and equipment for said hospital. The improvements, <br />however, shall be subject to the approval of Council. All work done <br />for the repair or improvement of said hospital shall be made either <br />by direct employment of labor and the necessary material and supplies <br />or by contract. The Board shall by resolution determine by which <br />method any improvement shall be made. All such contracts shall be <br />executed in the name of the City by the administrator of said hos- <br />pital only after approval by the Board and shall be entered into only <br />with the lowest best bidder after public competitive bidding. The <br />administrator when authorized by resolution of the Board may enter <br />into a contract not involving an expenditure in excess of $3,500.00 <br />for equipment, materials and supplies or for any improvement or <br />replirs without public competitive bidding. <br /> <br />This Section shall take effect and be in force from and after the <br />earliest period allowed by law, upon its approval by the electorate <br />of the City o£ Lakewood and all sections and parts of sections o£ <br />the Charter off the City of Lakewood and its ordinances and resolutions <br />vhich are inconsistent with this section or prevent im implementation <br />are hereby repeaIed. <br /> <br />be submitted to a vote of the qualified electors of the City at a special <br />election to be held on Friday, the 4th day of August,1972 at the regular places <br />of voting in the City between the hours of 6:30 a.m. and 6:30 p.m. <br /> <br /> Section 2. That the ballots for said election shall, at the top thereof, <br />be entitled "City Charter Amendment Ballot" and the question to be submitted on <br />said ballot shall be in words following: <br /> <br />"Shall the proposed amendment of Article XX section 3 of the Amended <br />Charter of the City of Lakewood: <br /> <br />ARTICLE XX, LAKEWOOD HOSPITAL <br /> <br />SECTION 3. DUTIES 'AND POWERS OF THE BOARD. <br /> <br />The said Board of Trustees shall operate and maintain such hospital as <br />a full care general hospital with emergency facilities ~nd including <br />the following departments, together with the necessary ancillary <br />services for each of said departments: <br /> <br /> (a) Department of General Practice <br /> (b) Department of Surgery <br />:(c) Department of Medicine <br /> <br />(d) Department of Obstetrics <br />(e) Department of Pediatrics <br />(f) Department of Psychiatry' <br /> <br />The'said Board of Trustees shall have the control and management of <br />such hospital and shall establish such rules for its government and <br />the admission of persons to its privileges as it deems expedient <br />and shall annually appoint the professional staff as determined by <br />approved hospital administration. Said Board shall employ an admin- <br />istrator, department heads, and such assistants, nurses, physicians <br />and surgeons and such other employees as said Board deems necessary, <br />and fix their compensation, which compensation shall, however, be <br />subject to the approval of Council. <br /> <br /> <br />
