46-72 Submit to electorate - duties & powers of hosp board

Said Board shall have control over all tmprovement$~ to w~rk for, or repairs to said hospital as well as the purchase of alt necessary sup- plies, materials and equipment for said hospital. The improvements, however, shall be subject to the approval of Council. All work done for the repair or improvement of said hospital shall be made either by direct employment of labor and the necessary material and supplies or by contract. The Board shall by resolution determine by which method any improvement shall be made. All such contracts shall be executed in the name of the City by the administrator of said hos- pital only after approval by the Board and shall be entered into only with the lowest best bidder after public competitive bidding. The administrator when authorized by resolution of the Board may enter into a contract not involving an expenditure in excess of $3,500.00 for equipment, materials and supplies or for any improvement or replirs without public competitive bidding. This Section shall take effect and be in force from and after the earliest period allowed by law, upon its approval by the electorate of the City o£ Lakewood and all sections and parts of sections o£ the Charter off the City of Lakewood and its ordinances and resolutions vhich are inconsistent with this section or prevent im implementation are hereby repeaIed. be submitted to a vote of the qualified electors of the City at a special election to be held on Friday, the 4th day of August,1972 at the regular places of voting in the City between the hours of 6:30 a.m. and 6:30 p.m. Section 2. That the ballots for said election shall, at the top thereof, be entitled "City Charter Amendment Ballot" and the question to be submitted on said ballot shall be in words following: "Shall the proposed amendment of Article XX section 3 of the Amended Charter of the City of Lakewood: ARTICLE XX, LAKEWOOD HOSPITAL SECTION 3. DUTIES 'AND POWERS OF THE BOARD. The said Board of Trustees shall operate and maintain such hospital as a full care general hospital with emergency facilities ~nd including the following departments, together with the necessary ancillary services for each of said departments: (a) Department of General Practice (b) Department of Surgery :(c) Department of Medicine (d) Department of Obstetrics (e) Department of Pediatrics (f) Department of Psychiatry' The'said Board of Trustees shall have the control and management of such hospital and shall establish such rules for its government and the admission of persons to its privileges as it deems expedient and shall annually appoint the professional staff as determined by approved hospital administration. Said Board shall employ an admin- istrator, department heads, and such assistants, nurses, physicians and surgeons and such other employees as said Board deems necessary, and fix their compensation, which compensation shall, however, be subject to the approval of Council.
