515.06 - DISCRIMINATION; IN THE FINANCING OF HOUSING.
<br /> It shall be unlawful to' recklessly':
<br />
<br /> a) Refuse to lend money, whether or not secured by mortgage or
<br /> oth.erwise, for the acquisiton, construction, rehabilitation, repair or
<br /> maintenance of housing or otherwise withhold financing of housing from
<br /> any person because of the race, c0ior, creed, sex, religious belief
<br /> or nati,onal origin of any prc~seDt.or prospective owner, occupant, or use
<br /> of such housing, provided such tSerson, whether an individual, corporation,
<br /> or association of any type, lends money as one of the principle aspects'
<br /> or inci. dent to h'.s principal business and not only as a part of the
<br /> purchase price of an owner-occupied residence he i~ selling nor merely
<br /> ca,Sually or occasionally to a relative or friend.

<br /> b) Discriminate against any person in the terms or conditions of
<br /> ~elling,' transferring, assigning, renting, leasing Or subleasing and
<br /> housing or in furnisling facilities, services, or privileges in ~
<br /> connection with the ownership, oqcupancy or use of any housing because
<br /> of the race, color, creed, sex, religious belief or national origin
<br /> of any present or prospective owner, occupant, or user of such housing~
<br />
<br /> c) Discriminate against any persc..n in the terms or conditions of
<br /> any loan of money, whether or not secured by mortgage or otherwise, for
<br /> the acquisition, construction, rehabilitation, repair or maintenanc~ of
<br /> housing because of~irace, color, creed, sex, religious belief or national
<br /> origin of an.y present or prospective owner, occupant o~ user of such h9$~sing.
<br /> d) Make any inquiry, elicit any information, make or keep any ~ec~rd,
<br /> or use any form of application containing quest~onsior entries concernil,.g
<br /> race, color, creed, sex, religious belief or national origin in connect;ion
<br /> with th~. sale o~ lease of any housing or'the loan of any money, whether
<br /> or not Secured by mortgage or otherwise, for the acquisition, construct2on,
<br /> rehabilitation, repair or maintenance of housing.

<br /> 515407 - DISCRIMINATION IN THE PROVISION OF BROKERAGE SERVICES.
<br />
<br /> It~shall be unlawful to recklessly:
<br />
<br /> a) Deny any person access to or membership or participation in an}!
<br /> multiple-listing service, real estate brokers' organization or other
<br /> service, organization or facility relating to the business of selling
<br /> or renting dwellings, or to discr~m~inate against a person in the terms
<br /> or conditions of'such access, memberships, or participation, on account
<br /> of race, color, creed, sex, r. eligious belief, or national.°rigin.

<br /> 5i5.08 - ADMINISTRATION, DISCRIMINATORY COMPLAINT SERVICE AND ENFOgCEMENT.
<br />
<br /> a) The Fair Housing Chapter shall be administered by the Director
<br /> of Community Development, and the Director shall also be responsible ior the
<br /> establishment and administration of"a Discriminatory Complaint Service.
<br /> b) .The Discriminatory Complaint Service shall be available to any
<br /> person who alleges that his rights have been denied relative to housing
<br /> and/or financing for'housing because of race, color, creed, sex, religions
<br /> belief or natiopal origin. ~ ~
<br />
<br /> c) .Any person who claims to have been subjected to a discriminatory
<br /> housing practice shall file a complaint in writing with~~ 180 days of tt~e~
<br /> :alleged violation with the Director of Community Development. Said
<br /> complaint shall cbntain such information and will be in such fOrm as the
<br /> Director shall.require. '~

<br /> d) If the Director determines tha~ there are reasonable grounds to
<br /> believe a violatio~ has occurred, he shall attempt to conciliate the
<br /> matter w~thin f~ve (5) working days of the filing of the complaint by
<br /> utilizing c~!qncil~ation conferences with all .interested parties and such
<br /> representatives as the part~es may ~hoose to assist them. These
<br />:i.conferences shall be informal, and. nothing shall be made public by the
<br /> Director regarding the conferences unless all part,es agree thereto in
<br /> writi~ng. During this period the Director shall make such investigation
<br /> as he deems appropriate. Any such investigation shall be conducted with'~
<br /> the coOperation of the Ohio CivilRigbts Commission and.their investigative
<br /> teams.
