76-81 Submit to voters Article XI Sect 9 - enactments

(Upon adoption of this amended Section, the existing Article XI, Section 9 of the Amended Charter of the City of Lakewood shall be repealed.) be submitted to a vote of the qualified electors of the City at the general elect~on to be held on Tuesday, the 3rd day of November, 1981 at the regular places of voting in the City and during the usual hours for holding electzons as provided in the general laws of the State of Ohio. Section 2. That the ballot submitting the question of the adoption of the foregoing proposed amendment shall read as follows: "PROPOSED CHARTER AMENDMENT CITY OF LAKEWOOD, OHIO Shall the proposed amendment of Artzcle XI, Sectlon 9 of the Amended Charter of the City of Lakewood, Ohio: ARTICLE XI. REFERENDUM. SECTION 9. ENACTMENTS NOT SUBJECT TO REFERENDUM. Notwithstanding any provisions to the contrary in Sec- tlons 1, 11 or 12 of Article XI of this Charter or any other provisions of this Charter, ordinances or resolutions enacted as emergency measures for the following purposes shall not be subject to referendum: (a) To appropriate money for any lawful purpose; (b) To create, revise or abolish departments or to provide regulations for their government; (c) To authorize the appointment of employees in any of the departments; To au%horize, or otherwise affectzng, the issuance of bonds, notes or other debt instruments of the City; (e) To authorize a contract for a pnblic improvement or an expendi%ure of money, which contract is to be paid or expenditure is to be made, ~n whole or part, from the proceeds of bonds, notes or other debt zns%ruments of the City; and (f) To provide for the payment of operating expenses of any department of the City.
