Mayor and the Hospital Administrator are each aut]~orized to execute and deliver, on behalf of the Issuer in their offi- cial capacities, such certificates in connection with accur- acy of the Official Statement and any supplements thereto as may, in their judgment, be necessary or appropriate. Section 13. Certificate of Award. The Executive and the Fiscal Officer are hereby authorized and directed ~o make, execute, and file with the Clerk a Certificate of Award setting forth their determinations of the following: (i) the rate or rates of interest which the Series 1982 Bonds shall bear, pursuant to and in accordance with Section 3 of this Ordinance; (ii) the price per $1,000 of principal amount of Series 1982 Bonds at which the Series 1982 Bonds shall be sold, pursuant to and in accordance with Section 4 of this Ordinance; (iii) the amount of capitalized interest to be deposited in the Interest Payment Subaccount of the Series 1982 Bonds Account of the Debt Service Fund pursuant to and in accordance with Section 5 of this Ordinance; (iv) the amount to be deposited in the Series 1982 Bonds Account of the Debt Service Reserve Fund pursuant to and in accordance with Paragraph Third (B) of Section 6 of the Bond Legislation as amended by Section 6 of this Ordinance; and (v) the amount of the Equity Contribution determined pursuant to and in accordance with Section 7 of this Ordinance. Section 1%. Open Meeting Determination. It is found and determined that all formal actions of this Council concerning and relating to the adoption of this Ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council and of any of its commit- tees that resulted in such formal action were in meetings open to the public, in compliance with all legal require- ments including Section 121.22, Ohio Revised Code.
