developers within the Project Area through the issuance (by <br />the City or other authorized issuers) of industrial revenue <br />bonds, and (ii) to assist the Developer and other developers <br />in the Project Area in qualifying :for and securing federal <br />and state loans and/or grants, with respect to the redevelop- <br />ment of the Project Area, to the extent permitted by law. <br />The City will not pledge its full faith and credit or taxing <br />powers to secure any of the Developer's or other developers' <br />obligations in the Project Area. The City will not provide a <br />letter of credit or guarantee any of the Developer's or other <br />developers' obligations in the Project Area. <br /> (e) The City will consider the use of tax abatement <br /> within the ~roject Area. <br /> (f) The City will review existing provisions of its <br /> Codified Ordinances and consider changes thereto proposed by <br /> the Developer, or others, with respect to its fees and chang- <br /> es made in connection with its regulatory codes for land uses <br /> that are to be contained in the Project Area. <br /> (g) The City will review the need for public parking <br /> facilities (surface and/or parking garages) based on the <br /> requirement of the Project Area, after redevelopment, and <br /> other adjacent areas and will consider the relocation of <br /> existing and the development of new parking facilities. Any <br /> such parking facilities which may be provided by the city <br /> will be constructed as public improvements that must be open <br /> to the general public. The CitY'S ability to provide any <br /> needed parking facilities is subject to the debt capacity of <br /> the City and the need to prleserve that debt capacity for <br /> other permanent improvements, the circumstances of the bond <br /> market, the laws respecting debt issuances by the City, and <br /> other applicable laws and circumstances. <br /> <br />_Section, .~ Plans for Proposed Redevelopment. <br /> The Developer shall present to the City (for use by the <br />City and its consultants) a proposed detailed development plan <br />and pro forma financial projections for the redevelopment .project <br />and each element thereof; and the City and Developer shall con- <br />duct good faith discussions with respect to such plans (including <br />.their content and form), in a manner that will facilitate analy- <br />sis of the plans and assist in the discussions and negotiations <br />between the parties with respect to the development plan. <br /> The City through its appropriate .agencies (including its <br /> planning agencies), officials, employees and consultants, shall <br /> have the right to review and approve (which approval shall not be <br /> unreasonably withheld) all firms or persons who will be respon- <br /> sible for the marketing and management of such project and pro- <br /> Ject elements. _ <br /> All plans referenced under this ~ection shall be sub- <br /> <br />5 <br /> <br /> <br />
