b) Any person desiring sewer service from the municipal sewer system <br /> for premises not theretofore connected with the system shall apply <br /> to the Building Department for a plumbing permit. The plumbing <br /> permit application shall be supplemented by any plans, specifi- <br /> cations, or other information considered pertinent in the judge- <br /> ment of the Building Commissioner. <br /> <br />c) Ail costs and expenses incidental to the installation and connec- <br /> tion of the building sewer shall be borne by the owner. The owner <br /> shall indemnify the municipality from any loss or damage that may <br /> directly or indirectly be occasioned by the installation of the <br /> building sewer. <br /> <br />d) A separate and independent building sewer shall be provided for <br /> every building; except under exceptional circumstances the Build- <br /> ing Commissioner may waive the provisions of this section. <br /> <br />e) Old building sewers may be used in connection with new buildings <br /> only when they are found, on examination and test to meet all <br /> requirements of City codes and ordinances. <br /> <br />f) The alignment and materials of construction of building sewer, and <br /> the methods to be used in excavating, placing of the pipe jointing, <br /> testing, and backfilling the trench, shall all conform to the re- <br /> quirements of the Building and plumbing code or other applicable <br /> rules and regulations of the City of Lakewood. <br /> <br />g) The size and slope of the building sewer shall be subject to the <br /> approval of the City Engineer but in no event shall the diameter <br /> be less than four-inches (4"). The slope of such fsur-inch pipe <br /> shall not be less than one-fourth-inch (1/4") per foot. It shall <br /> be required that the service stub or wye connection and the build- <br /> ing drain shall be uncovered and the differential elevation be <br /> determined before construction is begun. Where practicable, the <br /> building connection shall be laid on a uniform grade between those <br /> two points. <br /> <br />h) Whenever possible the building sewer shall be brought to the build- <br /> ing at an elevation below the basement floor. No building sewer <br /> shall be laid parallel to and within three-feet (3') of any bear- <br /> ing wall, which might thereby be weakened. The depth shall be <br /> sufficient to afford protection from frost. The building sewer <br /> shall be laid at uniform grade and in straight alignment insofar <br /> as possible. Changes in direction shall be made only with properly <br /> curbed pipe and fittings. <br /> <br />i) In all buildings in which any building drain is too low to permit <br /> gravity flow to the municipal sewer, wastewater carried by such <br /> drain shall be lifted by approved artificial means and discharged <br /> to the building sewer. <br /> <br />j) No person shall make connection of roof downspouts, exterior founda- <br /> tion drains, areaway drains, or other sources of surface runoff or <br /> groundwater to a building sewer or building drain which in turn is <br /> connected directly or indirectly to a public sanitary sewer. <br /> <br />k) Ail building sewer connections must be made to the wye <br /> or riser provided for that purpose. If wye or riser is not avail- <br /> able, connection shall be made suitable to the City Engineer. <br /> <br />1) The applicant for the building sewer permit shall notify the <br /> Building Commissioner when the building sewer is ready for in- <br /> spection and connection to the municipal sewer. The connection <br /> shall be made under the supervision of the Director of Public <br /> Works or his representative. <br /> <br />m) Ail excavations for building sewer installations shall be adequately <br /> guarded with barricades and lights so as to protect the public from <br /> hazard. Streets, sidewalks, parkways and other public property <br /> disturbed in the course of the work shall be restored in a manner <br /> sat%sfactory to the municipality by the person making the installa- <br /> <br /> <br />
