D - MEM QUALIFICATIONS <br /> <br /> The Energy Manager, Mr. Thomas J. Ciha, has a <br />Bachelors of Civil Engineering Degree with a Masters <br />of Business Administration in Management. He has been <br />involved in setting up other City programs such as <br />Pretreatment and the Sewer Downspout Disconnection <br />Program. He has been involved in past energy <br />conservation projects for the City of Lakewood. <br /> <br />E - TIMETABLE <br /> <br /> The e~ghteen-month <br />shown on Attachment A. <br /> <br />timetable of MEM events is <br /> <br />F - BUDGET (See Attachment B) <br /> <br /> The source of the 'other funds' will be the general <br />fund of the City of Lakewood through line items <br />appropriated to the Engineering Department. <br /> <br />G - PROGRAM GUIDELINES <br /> <br /> I. The Ctty Engineer Management Team will be <br />based in the Engineering Department at Lakewood City <br />Hall. They will utilize an existing communication <br />system with Finance, Public Works and Maintenance to <br />insure information needed is gathered in a timely manner. <br /> <br /> II. Energy Surveys will be conducted on a data <br />base list of City-owned buildings. The establishment <br />of the data base will be the first item addressed by <br />the MEM. This data base will include utility usage <br />information as well as financial information. <br /> <br /> III. The MEM will be gathering a product file <br />on low-cost energy conservation methods as well as <br />setting up payback flow charts for differing methods. <br /> <br /> IV. The MEM will be using :funds to initiate the <br />energy measures deemed desirable. The City of Lakewood <br />presently bas line items dedicated to energy conservation <br />work and will appropriate additional funds in 1986. <br /> <br /> <br />
