.speed bumps for another street and was convinced after conferring with
Police Chief Biscotti and Fire Chief Mroz that speed bumps are a hazard
for both police and fire vehicles, and would slow response time for
emergency situations. They also create problems for snow plowing.

Mrs. Lutsock; 1514, hoped that the sewer problem in front of her house
would be resolved before resurfacing is begun. Her apron is collapsing
from this problem, and assumes there is also a problem in the street,
because of the huge run-off from Franklin during a heavy rain.

Mr. H. Gallagher stated that a camera would be used to check for
blockage and repairs made before resurfacing is-started. He also stated
that curbs would be repaired where needed at no additional cost.

Mayor Harbarger assured Mrs. Lutsock and her neighbors that the sewer
problems would be analyzed before the resurfacing is started.

Mr. Ryba; 1548, presented a petition from the residents south of
Franklin to Cedarwood asking for a reduction.

Mrs. Schupp, 1467, stated that she thought the assessment was too high
for her elderly neighbors on fixed incomes. She also mentioned that
when the water main project was being done, the language and behavior
of the construction crew was terrible. She had spoken to the foreman
of the crew, who was the worst of all.

Mr. Ziegenruecker spoke to the entire audience and asked that if such
behavior happens, either by a contractor or a City employee, that his
office be informed immediately and steps will be taken to stop it.
He stated that the City would not under any circumstances allow bad
behavior or language.

Mayor Harbarger announced that the Board of Education, working with
the City, will in two years time, not allow students off campus during
lunch time. This should help to alleviate some of the problems during
the school day.

Motion by Mayor Harbarger that the assessment be $6.50. Second: Mr.
J. Gallagher. Motion carried.

LAKEWOOD (Madison to Northern terminus)

Motion by Mr. J. Gallagher that the assessment be reduced by 50%.
Second: Mayor Harbarger.

Discussion followed.

Mrs. Thomas: 1339, stated that neither she as a single parent or her
elderly neighbors can afford this work and does not think that the
street needs to be repaired at this time.

Mr. Ziegenruecker stated that the infrastructure is deteriorating and
the work needs to be done this year, or in a few years, there will
be no surface at all.
