It) Firearm dealers shall have their places of business open to inspection by the <br /> Division of Police during all hours of operations. Firearm dealers shall maintain all <br /> firearms records and documents, firearms and storage places in a manner and place <br /> accessible for inspection by the Division of Police. <br /> <br />(l) Every dealer shall maintain records of the purchase and sale of handuuns by <br /> retmmng a copy of ATF Form 4473 or any form otherwise prescribed by the Bureau <br /> of Alcohol, Tobacco, and Firearms for each transaction. <br />(2) The record of sales shall also contain the place and date of the sale. [n <br /> the case of a sale from one dealer to another, the license number of the dealer <br /> shall be recorded. <br /> <br />(d) The business shall be carried on only in the building designated in the permit. <br /> <br />(e) The license or a copy thereof, certified by the issuing authority, shall be <br /> displayed on the premises where ir can be easily read. <br /> <br />No pistol or revolver, or imitation thereof, or placard advertising the sale or other <br />transfer thereof, shall be die, played in any part of said premises where it can be <br />readily seen from the outside. <br /> <br />The business shall be carried on. maintained, or conducted entirely inside an <br />enclosed building or buildings~ and such building shall be protected with a high- <br />level alarm system, as defined by industry standards, which will ensure twenty-four <br />(24) hour a day security to deter theft or unlawful entry. <br /> <br />(h) Whoever violates this section is guiky of a misdemeanor of the first degree. <br /> <br />549.24 WEAPONS DEALER'S LICENSE REVOCATION <br /> <br />(a) <br /> <br />When any licensed dealer has been convicted of a violation of any of the <br />provisions of this chapter, the Chief of Police shall revoke the license of such <br />dealer. A certified copy of the order of revocation shall be sent forthwith to such <br />dealer, who may appeal such order of revocation to the Dealer's License <br />Revocation Appeals Board within ten days from the receipt of the order. The <br />Dealer's License Revocation Appeals Board shall conduct a hearing upon such <br />appeal within ten days from the receipt of a written notice of appeal from such <br />order or revocation. The Dealer's License Revocation Appeals Board may affirm, <br />reverse, or modify the decision appealed from. <br /> <br />The members of the Dealer's License Revocation Appeals Board will include the <br />director of public s',ffery or a designee, the chairperson of the safety committee of <br />dry council, and the president of dry council. <br /> <br />(c) No dealer shall employ, or enter into any partnership or corporation with any <br /> person, firm or corporation whose dealer's license has been revoked. <br /> <br />549.25 REGISTRATION OF HANDGUNS <br /> <br />(a) <br /> <br />Handgun registration is voluntary and application can be made by the person <br />claiming to be the owner of the hand,un to be registered at the Division of Police, <br />by presenting a copy of the ATF Form 4473. or other documentation which <br />corresponds to the handgun to be registered. <br /> <br />(b) <br /> <br />All reuistration receipts issued pursuant to this section shall be entitled 'City of <br />Lakewood, Ohio, Handgun Re~4stration Receipt:' be ~riatl¥ numbered accordinu <br />to a system devised by the Chief of Police. bear date of issue, the name of the <br />Chief of Police, the applicant's name, home address, the signature of thc applicant, <br />and contain the name of the manufacturer or importer, type, caliber and serial <br />number of the hand~un.
