Board Members Present: <br /> <br />Minutes of the Board of Revision of Assessments <br /> Homewood Drive <br /> February 21, 2002 <br /> <br />Mayor Madeline Cain <br />Council President Seelie <br />Finance Director Blasko <br />Law Director Spellacy <br />Public Works Director Boag <br /> <br />Other Persons Attending: <br /> <br />City Engineer, John Kilgore <br />Project Manager, Bernie Madison <br />Executive Assistant Benjamin <br />Administrative Assistant McDonnell <br /> <br />Mayor Cain called the meeting to order at 7:00 pm. <br /> <br />Mayor Cain introduced the Board Members and Other persons attending the 'meeting. Mayor Cain said <br />that Council President Seelie had been excused from the meeting. <br /> <br />The Mayor then said that this was a necessary formal hearing mandated by Charter. The intent of the <br />hearing was to provide an opportunity for those property owners of Homewood Drive to be heard <br />relative to issues as to the character of the improvement, the necessity thereof, and the equity of the <br />assessment. Mayor Cain explained that this meeting was to address assessments relatiVe to the <br />installation of decorative street lighting and the installation of a sandstone sidewalk on one property. <br />The City will have to install the underground conduits that carry electrical wires to the street lighting. <br />These conduits will be installed without the necessity of digging trenches, as pan of the improvement <br />to the tree lawn. The City will pay for 80% of the tree lawn conduit installation, with the homeowners <br />paying 20% as an assessment pursuant to the resolution of necessity, Resolution No. 7544-01 passed <br />on May 21, 2001. She then explained that the Board would hear all residents' objections, move into <br />execUtive session to confer and then reconvene to complete any business necessary to make any <br />amendments that will be recommended to City Council. Mayor Cain indicated that members of the <br />Engineering staff would be available to answer questions relating to the specifics of the project after <br />the cOnclUsion of the meeting. <br /> <br />Mayor Cain then noted that On January 15, 2002 a letter was sent to 'all residents of Homewood <br />requesting their final decision by January 25, 2002, subsequently, a five-day extension was given by <br />the City. Responses were received from all homeowners. All homeowners except one had "opted- <br />out" and had voted not to receive a new sidewalk installed by the City, All homeowners had requested <br />the decorative lighting: Mayor Cain then introduced John' Kilgore, City Engineer who read the names <br />of the eleven homeowners into the record as follows: <br /> <br /> <br />
