(d) Except as the Charter ma~/ otherwise specifically provide, no sworn
<br />member of the Division of Police or the Division of Fire employed prior to the effective
<br />date of this section (Ordinance 12,87, passed. April 6, 1987) shall be required by or
<br />pursuant to any order, rule or other action adopted or taken by any official, board or
<br />commission of the City, to reside within the area designated in the map following the
<br />text of this chapter as a condition to:
<br /> (1) Continuing in such employment;
<br /> (2) Becoming or being appointed for admission to any promotional
<br /> examination; or
<br /> (3) Being listed on any civil service list for promotion ~o higher rank to
<br /> which list such person would .otherwise be eligible. The residency
<br /> requirements of such sworn members of the Division of Police and
<br /> the Division of Fire shall be governed by the requirements in effect
<br /> at the time of the adoption of this section
<br />
<br /> 149~18 UNI'FORMS FOR PARK CARETAKERS.
<br /> (a) Upon requisition issued by the Park Superintendent and approved by the
<br />Mayor, the Director of Finance is authorized and directed to pay, from the funds from
<br />time to time appropriated for such purpose, fifty percent of ~e cost of uniforms, or
<br />parts thereof, as may be prescribe~! for and required of the park caretakers. Such
<br />expenditure by the City on account of uniforms, or parts thereof, for any one of such
<br />caretakers, shall not exceed one hu.ndred dollars ($100.00) during any tWelve-month
<br />period beginning April 1 and ending me following Mai-ch 31 in any year.
<br />
<br /> (b) Uniforms for which expenditure is authorized in this section shall consist of
<br />uniform caps, overcoats, blouses, trousers, shirts, ties, raincoats and such other specific
<br />items of clothing as may be prescribed by the Superintendent of Parks and approved by
<br />the Mayor.
<br />
<br /> 149.19 MZLITARY LEAVE; COMPENSATION.
<br /> (a) All full-time, permanent, hourly employees and all annual, salaried
<br />employees, including membe.rs of the Div. isions of Fire and Police~ shall be granted
<br />leaves of absence for military duty in accordance with State and federal law.
<br />
<br /> (b) Any such employee of the City who is tempo_rarily called to active duty (e.
<br />g., summer training) shall be granted a leave of absence for the duration of such active
<br />duty and shall be paid the difference between his regular pay and his service pay for a
<br />period of not more than thirty-one days in any one calendar year and shall accumulate
<br />vacation, longevity and sick leave credit during the period of such leave.
<br />
<br /> (c) Any employee of the City who is involuntarily called to active duty for any
<br />national or State emergency by order of the President of the United States, the
<br />Congress of the United States, the Governor of the 'State or the Legislature of the State,
<br />shallbe granted a leave of absence for the duration of such active duty, and shall be
<br />paid the difference between his or her regular pay and his or her military service or
<br />National Guard p. ay for a' period of not more than 365 days 'and shall accumulate
<br />vacation, Iongewty and sick. leave credit and be entitled to al such other benefits,
<br />including health insurance, during the period of Such leave of absence.
<br />
<br /> 149.20 MZLEAGE ALLOWANCE,
<br /> · Commencing May 1, :1.998, employees of the City, and volunteers of Lakewood
<br />Office on Aging, who are required to use .their personal automobile in carrying out their
<br />duties on behalf of the City, shall be pai(] a mileage allowance indexed to the per mile
<br />rate authorized by the Internal Revenue Code; provided, however, that such personal
<br />car use shall .be approved by the appropriate department head and provided further
<br />that, when applicable, such allowance shall not exceed the cost of round trip coach air
<br />fare for such trip.
<br />
<br /> 149.21 DEFERRED COMPENSA1/ON PLAN.
<br /> (a) The Mayor is hereby authorized and directed to establiSh a voluntary
<br />deferred compensation plan for the City.
<br />
<br /> (b) The City may, by contract, agree with any employee to defer, in whole or
<br />in .part~ .a.n)~ potion., of thzt e. mp.lo.y, ee's inc. ome allowe, d under the plan and may
<br />SUbsequently, wire me consent or tne employee, purcnase a fixed or variable life
<br />insurance or annuity contract for the purpose of funding the deferred compensation
<br />program 'for the employee, from any life underwriter duly. licensed by this state who
