represents an insurance company licensed to contract business in this state or purchase <br />such other investment as shall 'be approved by the United States Internal Revenue <br />Service and the State of Ohio, <br /> <br /> (C) The administration of the deferred compensation program shall be under <br />the direction of a committee of not less th,a.n three partk~ipating members, °ne <br />appointed by the Administration, one by Council, and one by the Hospital Board of <br />Trustees, and payroll deductions shall be made, in each 'instance, by the Director of <br />Finance. <br /> <br /> (d) For the purposes of this section, "employee@ means any person whether <br />appointed, elected or under contract, providing services for the City, including <br />Lakewood Hospital, for which compensatior~ is paid. <br /> <br /> (e) Notwithstanding any other provision of law to the con. trary, the committee <br />designated to administer the deferred compensa.tion program is t~ereby authorized to <br />invest the moneys held pursuant to the deferred compensation program in fixed and <br />variable life insurance and annuity contracts or such other investments as shall be <br />approved by the United States Internal Revenue Service and the State of Ohio. <br /> <br /> (f) The deferred compensation program established by this section shall exist <br />and serve in addition to retirement, pension Or benefit systems estab ished for the <br />benefit of employees of the City and no deferral of income under the deferred <br />compensation program shall effect a reduction of any retirement, pension or other <br />benefit provided, by law. However, any sum deferred under the deferred compensation <br />program shall nb't be included for the purposes .~f computation of any taxes withheld on <br />behalf of any such em ployee, except municipal income tax. <br /> <br /> 149.22 TUTTTON REZHBURSEMENT FOR ANNUAL SALARZED <br />Et4PLOYEES, <br /> (a) With the approval of the Mayor, Department Director and the Personnel <br />Administrator, annual salaried employees who have been employed by the City for a <br />minimum of one year, exclud, ingmembers of the Divisions of Police and Fire, may take <br />accredited college courses which have a direct relationship to the employees currenUy <br />assigned position. Employees shall be reimbursed tuition expenses by the City in <br />accordance with the follOwing schedule: <br /> <br /> Grade Received Tuition Reimbursement (Percent) <br /> A 100 <br /> B 75 <br /> C 50 <br /> D or lower No reimbursement <br /> · (b) . The Director..of Finance is authorized to pay the tuition expenses in <br />accordance with the above schedule upon completion: of the course by the employee, <br />provided such employee agrees, in writing, to refund the reimbursement to the City <br />should the employee terminate his or her .employment within one year subsequent to <br />the date of reimbursement. <br /> <br /> :t49,23 ZNCENT~VE AWARDS. <br /> The Mayor is hereby authorized and directed to establish, an Incentive Awards <br />Program to be retroactive to September 1, 1978, for all employees of the City, including <br />first line superviso, rs such. as foremen in the Department of Public Works, sergeants in <br />the Division of Police ano captains in the Division of Fire of the Department of. Public <br />Safety, but excluding all other managerial personnel and elected officials, such Program <br />to be established within the following guidelines: <br /> (a) Suggestions to be of two types, those which have a definite monetary <br /> value and those where value cannot be stated in monetary terms although <br /> some intangible value to the City results; <br /> (b) For those suggestions adopted which result in monetary savings to the <br /> City an award of up to ten percent (10%) of such savings but not to <br /> exceed two thousand dollars ($2,000) may be made to the employee; <br /> (c) For those suggestions adopted which do not result in monetary ~avings, <br /> but do have some intangible value to the City, an award of fifteen dollars <br /> ($15.00) to one hundreddollars ($100.00) may be made to the employee; <br /> (d) There shall be established specific time limits for acknowledgement of <br /> receipt of suggesUons and investigation by the department concerned; <br /> (e) Anonymity and confidentiality of every employee submitting a suggestion <br /> shall be .maintained during the investigative stage by the department <br /> involved; <br /> <br />11 <br /> <br /> <br />
