fuel containing less than twenty-three percent volatile matter on a dry basis, and <br />subject to the following conditions in order to ascertain whether or not such <br />standards aze met; <br />(a) Complete plans and specifications of such process must be submitted to <br />the Inspector and, from time to time, any additional information he may <br />reasonably require regazding the product; <br />(b) An adequate supply of the finished product must be made available to <br />the Inspector to conduct whatever tests he deems necessary to establish <br />its value as a smokeless solid fuel; and <br />(c) Any person whose product is submitted to such tests must pay in ad- <br />vance all expenses necessary to the attendant tests. The Inspector is au- <br />thorized to publish a list of brands or trade names of smokeless solid <br />fuels as defined under this section and to compile and publish, from <br />time to time, statistics in reference to the supply, prevailing prices and <br />other pertinent facts for the guidance of the public. <br />"Surface burning type", as used in this chapter, means and includes any fuel- <br />burning device in which the fresh fuel can be thrown duectly on the hot fuel <br />bed,. <br />761.09 PERNIlT REQUIRED. <br />No new fuel-burning plants, nor reconstmction, repair or maintenance of any <br />exisfing fuel-burning plants, for producing power and heat, or either of them, <br />nor refuse burning equipment, nor any chimney or furnace connected with such <br />fuel or refuse-burning equipment, shall be installed, erected, reconstmcted, re- <br />paired or maintained in the City until plans and specifications of the same have <br />been filed by the owner, contractor, installer or other person in the office of, and <br />approved by, the Inspector as being so designed that same can be managed and <br />operated to conform to the provisions of this chapter and prevent air pollution, <br />and until a permit is issued by him for such installafion, erection, reconstruction, <br />repair or maintenance. <br />761.10 PLANS AND SPECIFICATIONS. <br />Plans and specifications so filed with the Division of Smoke Inspection and <br />Regulation shall show the type of installation, the amount of work and the <br />amount of heating to be done by such fuel orrefuse-burning plans and all appur- <br />tenances thereto, including all provisions made for the purpose of securing com- <br />plete combustion of the fuel or refuse to be used and the manner in which it is to <br />be burned for the purpose of preventing air pollution. Such plans and specifica- <br />tions shall also contain a statement of the rate of burning, the kind of fuel or re- <br />fuse proposed to be used and the manner in which it is to be burned. Such plans <br />and specifications shall also show that the room or premises in which fuel or re- <br />fuse-bumingplanu aze to be located is provided with doors, windows, air-shafts, <br />fans or other means of ventilafion sufficient to prevent the temperature of such <br />room, basement or other portion of building wherein such fuel or refuse-burning <br />appazatus is to be used, from rising to a point higher than 120 degrees Fahren- <br />heit, and sufficient also to provide that the atmosphere of any such room, base- <br />ment or other portion of the building wherein such fuel or refuse-burning appa- <br />ratus may be located, may be changed at least every ten minutes. Such plans <br />shall further show the dimensions of such room in which such fuel or refuse <br />burning appazatus is to be located and the location and dimensions of all chim- <br />
