Any person, firm or corporation violating any provision of this Dwelling House <br />Code shall be deemed guilty of a misdemeanor of the third degree. If [he <br />offender has been previously convicted of a violation of this section, a violation <br />is a misdemeanor of the second degree. Such person, firm or corporation shall <br />be deemed guilty of a separate offense for each and every day or portion thereof <br />during which any violation of any of the provisions of this Dwelling House <br />Code is committed, continued or permitted. <br />RDH Chapter 13, Board of Building Code Appeals (Repealed). <br />Sections 1513.01 to 1513.17 are hereby repealed. <br />RDH Chapter 15 Registration Licensing and Certificates of pualification <br />Re Baled . <br />Sections 1515.01 to 1515.15 are hereby repealed. <br />RDH 1517.03. Letter "B" Building Line Amended). <br />Building Lnre -Aline established by law or agreement, usually parallel to the <br />property, beyond which a shucture may not extend. <br />RDH 1521.01, Application (Amended). <br />Standard specifications, codes and other standard requirements, rules, <br />regulations or recommendations mentioned in any section of this Dwelling <br />House Code, by name or by number or by both, shall be those more fully <br />identified in this chapter by name, number and year or symbol of date of issue <br />and the same as may be amended from time to time. In lieu of requirements not <br />specifically contained in this Dwelling House Code or in rules or regulations <br />promulgated by authority thereof, compliance with standards, specifications, <br />regulations or recommendations enumerated in this chapter may be accepted by <br />the Building Official as prima facie evidence of conformity with accepted <br />engineering practice and evidence of satisfaction of common law duty. <br />RDH 1521.15, Standards for American Standards Association (Repealed <br />Section 1521.15 is hereby repealed. <br />1tDH 1523.02, Surface Drainage (Amended). <br />Positive drainage shall be provided for each lot or plot by proper draining so that <br />a nuisance will not be created. Catch basins or properly connected under-drains <br />shall be installed, or other approved provisions made where water may pocket, <br />to preclude the accumulation of surface water. Regrading shall be done so that <br />existing natural ground drainage of the sun~ounding area shall not be impeded. <br />The Building Official or City Engineer may adopt rules or plans for the drainage <br />of lots or plots which rules or plans shall be followed by the owner unless <br />permission for deviation is given by the Board of Building Code Appeals. When <br />a lot or plot is graded to a higher or lower level than the natural grade on an <br />adjacent property, the owner of such lot or plot shall provide suitable slopes or <br />retaining walls or other protection approved by the Building Official or the City <br />Engineer on his own property to preserve the natural slope or surface elevation <br />of such adjacent property. <br />RDH 1523.03, Footing Drains (.Emended). <br />When a floor is below the adjoining ground and subsoil conditions are such as to <br />permit ground water to accumulate adjacent to the foundation, footing drains <br />shall be installed alongside the outside face of the base of the foundation. Suclr <br />drains shall be not less than 4-inch diameter pipe of a type and construction to <br />intercept and carry ground water without permitting the infiltration of soil into <br />the pipe. Footing drains shall have a continuous slope of not less than 1/16 inch <br />
