(2) To provide reasonable, yet appropriate, conditions for identifying and <br />advertising goods sold or services rendered in business districts by relating <br />the size, type and design of signs to the type and size of establishments; <br />(3) To provide for appropriate signs for the identification and encouragement of <br />industrial development; <br />(4) To control the design of signs so that their appearance will be aesthetically <br />harmonious with their surroundings and an overall urban design for the <br />area; <br />(5) To eliminate any conflict between advertising (or identification) signs and <br />traffic control signs which would be hazardous to the safety of the <br />(b) In establishing these objectives the City has determined that, clearly <br />articulated regulations and design standards will effectively promote high <br />quality signs that enhance the appearance, function and character of the <br />community. All signs not conforming with the provisions of this chapter <br />are hereby declared a nuisance. It is further declared that the regulations <br />contained in this chapter are the minimum regulation necessary to abate the <br />nuisance and to achieve the purposes of this chapter. <br />1329.02 ESTABLISHING REGULATIONS. <br />(a) Signs shall be designed, erected, altered, reconstructed, moved and <br />maintained, in whole or in part, in accordance with the type, design, size, <br />location, illumination and other provisions set forth in this chapter. <br />(b) The construction, erection, safety and maintenance of all signs shall be in <br />accordance with the City Building Code. The provisions of this chapter <br />shall not amend or in any way interfere with other codes, rules or <br />regulations governing traffic signs within the City. <br />1329.03 CLASSIFICATION OF SIGNS. <br />(a) "Sign' means any display, figure, painting, drawing, placard, poster or other <br />device visible from, or on, a public way which is designed, intended or used <br />to convey a message, inform or direct attention to a person, institution, <br />organization, activity, place, object or product, but does not include show <br />window or interior displays. It may be a structure or part thereof painted on <br />or attached directly or indirectly to a structure. <br />(b) Classification by Functional Type. <br />(1) "Billboard" means a sign which is primarily intended to direct attention to a <br />specific business, product, service, entertainment or any other activity sold, <br />offered or conducted elsewhere than upon the same lot or premises on <br />which the sign is located and which may, subject to the provisions of this <br />chapter, contain noncommercial message. <br />(2) "Bulletin board" means a sign which if primarily intended to advertise he <br />name of the business or establishment, the goods or commodities sold <br />and/or brand names thereof, or services rendered on the lot or premises <br />which the sign is located and which may, subject to the provision of this <br />chapter, contain noncommercial messages. The terms "advertising" and <br />"brand names" distinguish business signs fi•om identification signs. <br />
