(c) All premises other than private residences on which animals are kept shall be subject to inspection by the Health Officer and /or the An- imal Control Officer. If the Health Officer or the Animal Control Of- ficer determines from such inspection that the premises are not be- ing maintained in a clean and sanitary manner, he shall notify the own- er of the animal in writing to correct the sanitation deficiencies within twenty-four hours after notice is served.
