NAME. The name of the proposed <br /> <br />Cuyahoga Water and Sewer A ' -' <br /> uuho~ xty, <br /> <br />as "the Authority". <br /> <br />district shall be The <br />hereinafter referred to <br /> <br />2. PLACE. The place in which the principal office of the <br />Authority is to be located is the office of the Cuyahoga <br />County Commissioners, County Administration Building, <br />Cleveland, Ohio, or such other place as the Congress or Board <br />of Trustees as hereinafter designated, shall establish. <br /> <br /> 3. NECESSITY FOR THE PROPOSED DISTRICT. Existing.facilities <br /> for the purification and distribution of water and for the <br /> collection, treatment, and disposal of storm waters and san- <br /> itary sewage in the areas hereinafter described are inadequate <br /> both as to capacity and operation, are not planned in a coor- <br /> dinated fashion and do not fulfill the needs of the general <br /> public. The coordination of the Authority, therefore, will be <br /> conducive to the public health, safety, convenience and welfare. <br /> <br /> In support of such argument, the following considerations <br /> are set forth. <br /> <br />The areas included in the proposed Authority are all dependent <br />on Lake Erie and the rivers and streams in the area tributary <br />thereto as a common source of water supply for domestic, in- <br />dustrial and public use, and are dependent on separate natural <br />geographical drainage systems, draining into such lake, rivers <br />and streams, for the drainage~thereof and the disposal of sewage <br />and other liquid wastes therein. Such rivers and streams and <br />such separate natural drainage systems extend through areas <br />which are under the Juris~iction of several separate political <br />Subdivisions. As a consequence, the drainage and sewerage of <br />an area in one subdivision is frequently dependent upon thc <br />existence or provision of facilities therefor in another sub- <br />division.
