Because of the diversity in the natural <br />geographic drainage areas and the divided political jurisdiction <br />over such areas, such integration, coordination and unification <br />of control and operation of such facilities are impractical and <br />impossible otherwise than by the creation of the proposed <br />Authority with power to acquire, operate, maintain, extend <br />and enlarge the existing facilities for such purpose operated <br />in the areas composing the Authority by the political sub- <br />divisions petitioning for the creation of the Authority, or any <br />of them, and for the purpose of acquiring, constructing, operatina <br />and maintaining additional facilities for any of such purposes, <br />within or without the Authority, and in so doing to have and <br />exercise all the powers now or hereafter conferred by law on <br />regional water and sewer districts under the laws of the State <br />of Ohio. <br /> <br />GENERAL PURPOSE OF <br /> <br />the Authority shall be <br /> <br />to prevent such pollution of tile common <br /> <br /> and wastes within the area hereinafter de.~cr .... , <br /> <br />THE AUTHORITY.
