The <br /> <br />petitioners hereto reserve all of their rigi~ts of ownership of <br />such facilities and their jurisdiction and control Over them <br />until an agreement for transfer of Ownership or control has <br />been consummated. <br /> <br />5. TERRITORY INCLUDED. A general description of the territory <br />to be included in the Authority is all the area lying within <br />the confines of each of the petitioning jurisdictions. <br /> <br /> 6. BOARD OF TRUSTEES. The Board of Trustees of the Authority <br /> shall consist of seven members elected in the following manner: <br /> <br /> A. C_ongress of Mun.icipal Representatives_ The Board of <br /> Trustees shall be elected by the Congress of Municipal Repre- <br /> sentatives (herein after referred to as "the Congress"). The <br /> Mayor or other Executive head of each participating government <br /> shall appoint, upon the concurrence of a majority of the legis- <br /> 'lative authority of that government, one member to serve on the <br /> Congress for each 20,000 people certified to be resident in his <br /> <br /> territorial Jurisdiction according to the GRI 1970 projections, to be <br /> corrected after the 1970 decennial census. <br /> No participating government shall have less than one member, <br /> <br /> nor shall there be fractional memberships. Should the Board of <br /> Cuyahoga County Commissioners Join in this petition, or should <br /> any Board of Township Trustees Join in this petition, each <br /> Board shall be entitled to one member in the Congress. Each <br /> member may designate in writing to the Secretary of the Congress, <br /> an alternate who shall also eh'Joy all of the privileges and <br /> powers of a member in the absence of the regular member. <br /> <br /> B. T~he Votln~ Powe_r_._ Each member, or in his absence, <br /> <br /> his alternate shall be entitled to One vote at each regular or <br /> special meeting. Voting shall be done by members or alternates <br /> <br />personally Present and not by proxy. <br /> C. .Initlal_~Mcetjng' The Congress shall meet on the first <br />Wednesday which is not a legal holiday following the 30th day <br /> <br /> <br />
