The President of the Cuyahoga County Mayors and <br /> City Managers Association or other person so appointed, shall <br /> act as temporary chairman at such first meeting. The first <br /> order of business sh~ll be the election of a permanent presi- <br /> dent and secretary, and such other officers as the Congress <br /> may desire, which officers shall hold office until a successor <br /> is elected and qualified at the next regular meeting of the <br /> Congress. Said officers shall serve without compensation. The <br /> Congress shall ]]ave the authority to adopt its own rules and <br /> bylaws to govern its proceedings, subject, however, to the <br /> prOvisions of this Petition and to the orders of this Court. <br /> <br />The Congress shall, at such initial meeting, elect seven members <br />~o the Board of Trustees of the Authority. The terms of two <br />of ~he trustees so elected, shall terminate on March 1 of the <br />year following their eledtion. The terms of two of the trustees <br />shall terminate on March 1 of the third year following the <br />election. Thereafter, all trustees elected in each succeeding <br />year shall serve a term of three full years unless terminated <br />by resignation, death, disability, disqualification, or removal. <br />In the alternative~ at any time, a majority of the total Congress <br />may designate the Board of Commissioners of Cuyahoga County as <br />~rustees in lieu of the seven man board, to serve until removed <br />by two thirds vote. <br /> <br /> D. ~ Meetlnss- Regular meetings of'the <br />Shall be held between February 1 and <br />ceeding year, <br />Written notice <br />given not more <br />of the time of such meeting.
