Tho seats <br /> those trustees whose terms will cxp:lre on the March 1 foliowln~j <br /> the meeting shall be fllled by the approval of the majority <br /> of the Congress present and voting. At all meetings, regular <br /> and special, a quorum shall consist of a majority of all the <br /> members or, if such a majority is not present, shall consist <br /> of all those members present, if such members represent a <br /> majority of the participating governments. <br /> <br /> E. Special Meetings- Special meetings of the Congress <br /> may be called by the President or shall be called within 60 <br /> days by the President, upon the written request to him of any <br /> three members of the Board of Trustees or upon a written <br /> petition to him by one third of the members of the Congress, <br /> by giving written notice to the members and alternates of not <br /> less than 15 days nor more than 60 days of the time and place <br /> of such meeting, such time and place to be chosen by the <br /> President. Such meeting may consider any matter brought before <br /> it, whether or not such subject was included within the call for <br /> such meeting. <br /> <br /> F. ?acancies- In the event of the resignation, death, <br />disability or disqualification (but not removal) of any trustee, <br />his successor shall be appointed by the remaining members of <br />Bhe Board of Trustees <br /> <br />of the Congress. At <br /> <br />ratify the selection <br /> <br /> and shall serve until the next meeting <br />such meeting, the Congress shall either <br />of the Board of Trustees or shall elect <br /> <br />a new member, who shall serve for the balance of the unexpired <br />term of the previous regularly elected trustee. This provision <br />shall not apply to any vacancy in the seat if a trustee appointed <br />under Paragraph I (below) of this section 6, in which case the <br />method of appointment specified in Paragraph I shall apply. <br />Similarly, members of COngress representing the City of 'Cleveland <br />shall not participate in the ratification or selection of a <br />trustee not appointed under Paragraph I of section 6. <br /> <br /> ~.
