Exhibit B of this Consent Decree shall be construed as compli- <br />ance with the Sign Ordinance of the City of Lakewood. The City <br />of Lakewood shall not unreasonably refuse to issue any permits <br />required for completion of the removals or construction required <br />or permitted by Patrick under Section V and Exhibit B of this <br />Consent Decree. The removal of outdoor advertising structures <br />by Patrick, pursuant to Section V and Exhibit B of this Consent <br />Decree shall not be construed as an order of removal requiring <br />compensation or actions by the City pursuant to Chapter 163 or <br />Sections 163.31-.33 of the Ohio Revised Code as to takings. The <br />City shall have the right and be free to enforce the Sign <br />Ordinance by any and all legal procedures available as to any <br />outdoor advertising structure erected or maintained which <br />outdoor advertising structure is not permitted by or is in <br />conflict with the provisions of Section V and Exhibit B of this <br />Consent Decree. As to any outdoor advertising structure erected <br />pursuant to Section V and Exhibit B of this Consent Decree, <br />Patrick shall be required to 'maintain such outdoor advertising <br />structure in accordance with the Building Code of the City of <br />Lakewood, but otherwise, the City of Lakewood shall be and is <br />hereby enjoined to treat such outdoor advertising structures in <br />the same manner as existing nonconforming use structures under <br />the Zoning Code of the City of Lakewood. <br /> <br /> VII.
