Public Hearing <br />September 11, 1989 <br />Page 4 <br /> <br />Repair or replace ~he front porch s~eps <br />Maintain ~he porch and all appur~e~ces in sound condition and <br />good repair. <br />Paint ~he ex"cerior surfaces of house and garage where paint has <br />weathered'or is /mpaired ~hroughpeeling and flak/ng. <br />Connect and seal.downspout leaders to a storm sewer. <br />Maintain exterior doors and appurtenant trim members ~n good <br />repair. <br />Maintain windows and appurtenant trim members in good repair. <br />Repair or replace hazardous driveway. <br />Maintain lawn and landscaping so as not Do create a blighting or <br />deteriorating effect in the neighborhood. <br />Remove unsightly debris and items stored on front porch. <br />Remove debris in garage. <br /> <br />Mr. Murman then asked Mr. Moran if any of the violations had been correct- <br />ed. Mr. Moran stated that only the bushes had been trtmed and those <br />bushes were trimmed by city crews. Mr. Murman asked Mr. Moran if t. he <br />August 9 certified letter to Mr. Joiner included exterior violations. Mr. <br />Moran stated the letter was for interior violations only. Me further <br />stated that the letter required Mr. Joiner to maintain the plumbing system <br />in a sanitary and working order. He stated that there was no water cur- <br />rently to the second floor lavatory sink. The letter also required Mr. <br />Joiner to maintain the cellar floor so that it is water-tight and rodent <br />proof. Mr. Moran further stated that basically this requirement was to' <br />repair certain peeling floor tiles. Mr. Joiner was also required %o main- <br />tain adequate water pressure especially noting that the second floor lava- <br />tory sink that had no running water at all. Repair areas where plaster is <br />missing, damaged or has lost its key, so as to main~ain in a clean and <br />sanitary condition and free of any potential fire hazard. Maintain dwell- <br />ing unit and/or occupiable structure in a clean and sanitary oondition and <br />fit for human occupancy. Mr. Murman then asked Mr. Moran %o detail that <br />particular violation. He stated that it specifically related %o the <br />tense cat urine stench that permeates the entire house. Hr. Murman asked <br />Mr. Moran if Mr. Joiner understood the nature of the violations. Mr. Moran <br />responded that on his inspection of September 7, 1989, he explained the <br />viola=ions to Mr. Joiner and that Mr. Joiner understood what they were. <br /> <br />Mr. Forte then said, "Mr. Moran, regarding those letters we received copies <br />of from July 26 and August 9 signed by Mr. Milburn and the August 7 letter <br />from Mr. Hunt and an inspection correspondence on August 4 also from Mr. <br />Hunt, the secretary has received these and I would like the secretary to <br />mark %hem as exhibits for the record and to make sure there are sufficient <br />copies for Council". <br /> <br />Chairman Wright then asked if Mr. Martin,z, attorney for Mr. Joiner, had <br />any questions of the Building Department. Mr. Martinez asked Mr. Moran if <br />there was another bathroom other than the second floor bathroom %hat was <br />not functioning properly. Mr. Moran said he did not know because he was <br />only in three rooms. Mower.r, he stated that Mr. Milburn stated that the <br />second floor bathroom was, in fact, the main bathroom.
