38. RESOLUTION 9042 -18 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor to submit the Fiscal Year (FY) 2019 One -Year Action Plan of the FY 2015 — 2019 Five Year Consolidated Plan which includes dollar allocations and activities to be funded with federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership Program (HOME) resources and incorporates the City's application to the U.S. Department of Housing and Urban Development (HUD) for FY 2019 CDBG, ESG, and HOME funds and all amendments thereto and all understandings and assurances contained therein. (pg. 18 1) Motion by Council President O'Leary, seconded by Mr. Anderson to refer Resolution 9042- 18 to Finance Committee. Motion passed. All members voting in favor. ****LIQUOR PERMITS * * * * 39. Liquor permit transfer to Gelatostar LLC at 18401 Detroit Ave. (pg. 185) Motion by Mr. Anderson, seconded by President O'Leary to defer. Motion passed. All members voting in favor. ****PUBLIC COMMENT * * ** Rico Dancy Mr. Dancy spoke as President of the National Black Deaf Advocate. He provided statistics about police interactions with disabled individuals and advocated for investments in training police officers to be prepared to more successfully interact with the deaf population. Mayor Summers expressed willingness to meet and discuss anytime. * * * *ANNOUCEMENT S * * * * Mayor Summers provided a recap of the second stakeholder meeting on the Clean Water Act held last week. The next meeting on this topic is a public meeting on December 4th at 7:00 p.m. at Lakewood High School. Mayor Summers encouraged Councilmembers to provide input on the City website, noting that the search functionality is always being perfected.
