38. RESOLUTION 9042 -18 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or <br />otherwise to take effect and be in force after the earliest period allowed by law, <br />authorizing and directing the Mayor to submit the Fiscal Year (FY) 2019 One -Year <br />Action Plan of the FY 2015 — 2019 Five Year Consolidated Plan which includes dollar <br />allocations and activities to be funded with federal Community Development Block <br />Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership <br />Program (HOME) resources and incorporates the City's application to the U.S. <br />Department of Housing and Urban Development (HUD) for FY 2019 CDBG, ESG, and <br />HOME funds and all amendments thereto and all understandings and assurances <br />contained therein. (pg. 18 1) <br />Motion by Council President O'Leary, seconded by Mr. Anderson to refer Resolution 9042- <br />18 to Finance Committee. <br />Motion passed. All members voting in favor. <br />****LIQUOR PERMITS * * * * <br />39. Liquor permit transfer to Gelatostar LLC at 18401 Detroit Ave. (pg. 185) <br />Motion by Mr. Anderson, seconded by President O'Leary to defer. <br />Motion passed. All members voting in favor. <br />****PUBLIC COMMENT * * ** <br />Rico Dancy <br />Mr. Dancy spoke as President of the National Black Deaf Advocate. He provided statistics <br />about police interactions with disabled individuals and advocated for investments in training <br />police officers to be prepared to more successfully interact with the deaf population. <br />Mayor Summers expressed willingness to meet and discuss anytime. <br />* * * *ANNOUCEMENT S * * * * <br />Mayor Summers provided a recap of the second stakeholder meeting on the Clean Water Act <br />held last week. The next meeting on this topic is a public meeting on December 4th at 7:00 <br />p.m. at Lakewood High School. <br />Mayor Summers encouraged Councilmembers to provide input on the City website, noting <br />that the search functionality is always being perfected. <br />
