Motion by President O'Leary, seconded by Mr. Anderson to adopt Resolution 9045 -18. <br />All members voted in favor. Motion passed. <br />29. Communication from Councilmembers O'Malley &Rader regarding resolution in <br />support of postal banking. (pg. 8 1) <br />Councilmembers expressed support for the resolution and spoke to the need for banking <br />solutions for residents that are not profit- driven. <br />Motion by President O'Leary, seconded by Mr. Anderson to receive and file the <br />communication. <br />All members voted in favor. Motion adopted. <br />30. RESOLUTION 9046 -18 — A RESOLUTION supporting the campaign for postal <br />banking. (pg.82) <br />Motion by President O'Leary, seconded by Mr. Anderson to adopt Resolution 9046 -18. <br />All members voted in favor. Resolution 9046 -18 adopted. <br />31. Communication from Councilmembers Bullock &Rader regarding Charter amendment <br />ordinances. (pg.84) <br />Motion by Mr. Bullock, seconded by Mr. Rader to receive and file the communication. <br />Discussion: Mr. O'Malley stated that he would give more thought to the idea of appointing <br />what would essentially be an interim councilperson. He questioned if it would make it more <br />difficult to recruit someone to fill a council vacancy. He remarked that Council already <br />considered the proposal to change the date of council leadership election and rejected it last <br />year as part of the Charter revision discussions. He pointed out how other legislative bodies <br />select leadership. He expressed appreciation for proposals to increase openness in <br />government. <br />At the request of Councilmembers, Director Butler explained how other legislative bodies <br />select leadership. He also clarified that Council need not violate sunshine laws in order to <br />select its leadership. <br />President O'Leary agreed that sunshine laws need not be violated in order to select council <br />leadership. <br />
