25. RESOLUTION 9049-19 — A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, establishing the Youth Council Planning Task <br />Force to create a framework for the establishment of a Youth Council that will create <br />leadership and civic engagement opportunities for youth to address youth concerns and <br />perspectives and act as an advisory council to city administration and the community on <br />issues affecting youth. (pg. 100) <br />26. Communication from Councilmember Rader regarding ethics legislation. (to be <br />provided) <br />Councilman Rader stated that his communication is regarding a reform package he proposed <br />last month to create an ethics commission, with the overall goal of it being to foster public <br />trust and conduct a full review of city ethics ordinances and make recommendations <br />thereafter. It will also serve as an oversight body to ensure that the ethics laws are being <br />followed. It will investigate complaints and the Council and mayor every 3 years and provide <br />annual reports to the public. It will also enforce a proposed campaign finance reform <br />ordinance that will put caps on campaign contributions that City of Lakewood elected <br />officials can receive. He is proposing that Lakewood come into line with federal level <br />campaign contribution limits. He states that there is no smoking gun that demonstrates a need <br />for this legislation right now, but it is designed to ensure that elected officials stay responsive <br />to residents, not donors, in the future and maintain low barriers for people to enter into <br />politics. He sees this communication as a starting point for the legislation and will look for <br />further direction from the city's Law Department. He states cities across the country have <br />implemented both of these proposals. He asks that it go to Committee of the Whole for <br />review and discussion. <br />Motion by President O'Leary, seconded by Mr. Anderson to receive and file the <br />communication. <br />Discussion: Councilwoman George commended Councilman Rader on his initiative to bring <br />these items forward. <br />Councilman Bullock thanked Councilman Rader for his initiative as well and asserted that <br />we should keep strengthening provisions by which the Council governs itself. He introduced <br />ordinances years ago that addressed campaign finance and believed that having no limits is <br />egregious. <br />On the motion: All members voting yea. Motion passed. <br />27.
