ORDINANCE 04-19 - AN ORDINANCE enacting new Chapter XXXX.XX, Lakewood <br />Ethics Commission, of the Codified Ordinances of the City of Lakewood to help preserve <br />the public trust and foster public confidence in city government and elections. (pg. 108) <br />Motion by President O'Leary, seconded by Mr. Anderson to refer to Committee of the <br />Whole. <br />All members voting yea. Motion passed. <br />29. Communication from Mayor Summers regarding update on Clean Water Act <br />Compliance. (pg. 111) <br />Motion by President O'Leary, seconded by Mr. Anderson to receive and file the <br />communication. <br />Discussion: Councilmember Bullock emphasized that the City's goal is not to shortchange <br />water quality but to set up reasonable and affordable project goals toward that end. <br />Mayor Summers spoke about what additional information Council can anticipate and the <br />timeline for that information. He clarified that the majority of this information has been <br />shared in broad terms already and stated that a consent decree is still not off the table. In <br />response to a councilmember question, he discussed the previous work done to educate <br />federal representatives on Lakewood's unique position and expressed optimism that this <br />coupled with the new federal law will strengthen Lakewood's position. <br />On the motion: All members voting yea. Motion passed. <br />30. Communication from Mayor Summers regarding appointment to Architectural Board of <br />Review. (pg. 113) <br />Motion by President O'Leary, seconded by Mr. Anderson to receive and file the <br />communication. <br />
