22. ORDINANCE 16-19 - AN ORDINANCE enacting new Chapter 110, Access Public <br /> Records, of the Codified Ordinances of the City of Lakewood to create transparency and <br /> timely easy-of-access to public records and set requirements for the city's online public <br /> records request system. (pg. 107) <br /> Motion by President O'Leary, seconded by Councilmember Rader to refer Ordinance 16-19 <br /> to Rules & Ordinances Committee. <br /> Discussion: Director Butler stated that the Law Department did not participate in drafting the <br /> ordinance and that its author should come to the committee meeting prepared to answer <br /> questions and participate in discussion. <br /> President O'Leary concurred with Director Butler that there are some legal issues with the <br /> ordinance as drafted. Nevertheless, he expressed support for the spirit of the legislation. <br /> Councilmember Rader welcomed the Law Department's participation in the committee <br /> discussion. He stated that he wrote the majority of the ordinance with help from Attorney <br /> Andy Meyer, and Records Commission member Brian Bardwell. He noted that many parts of <br /> the ordinance include policies currently practiced by the City that he thought were important <br /> to codify. <br /> On the motion: All members voting yea. Motion passed. <br /> 23. Communication from Councilmembers Rader, George, and Bullock regarding solar energy <br /> for the City. (pg. 113) <br /> Motion by President O'Leary, seconded by Vice President Anderson to receive & file and <br /> refer to Public Works Committee. <br /> Discussion: Councilmember Bullock expressed enthusiasm for continued discussion on this <br /> topic. He noted some of the factors favoring solar energy at this point and remarked that <br /> pursuing solar energy is consistent with the City's vision and progress toward sustainability. <br /> On the motion: All members voting yea. Motion passed. <br /> 24. Communication from Councilmember George appointing Emily Petro to the Lakewood <br /> Animal Safety & Welfare Advisory Board. (pg. 143) <br /> Motion by President O'Leary, seconded by Vice President Anderson to receive and file the <br /> communication. <br /> On the motion: All members voting yea. Motion passed. <br />
