22. ORDINANCE 16-19 - AN ORDINANCE enacting new Chapter 110, Access Public Records, of the Codified Ordinances of the City of Lakewood to create transparency and timely easy-of-access to public records and set requirements for the city's online public records request system. (pg. 107) Motion by President O'Leary, seconded by Councilmember Rader to refer Ordinance 16-19 to Rules & Ordinances Committee. Discussion: Director Butler stated that the Law Department did not participate in drafting the ordinance and that its author should come to the committee meeting prepared to answer questions and participate in discussion. President O'Leary concurred with Director Butler that there are some legal issues with the ordinance as drafted. Nevertheless, he expressed support for the spirit of the legislation. Councilmember Rader welcomed the Law Department's participation in the committee discussion. He stated that he wrote the majority of the ordinance with help from Attorney Andy Meyer, and Records Commission member Brian Bardwell. He noted that many parts of the ordinance include policies currently practiced by the City that he thought were important to codify. On the motion: All members voting yea. Motion passed. 23. Communication from Councilmembers Rader, George, and Bullock regarding solar energy for the City. (pg. 113) Motion by President O'Leary, seconded by Vice President Anderson to receive & file and refer to Public Works Committee. Discussion: Councilmember Bullock expressed enthusiasm for continued discussion on this topic. He noted some of the factors favoring solar energy at this point and remarked that pursuing solar energy is consistent with the City's vision and progress toward sustainability. On the motion: All members voting yea. Motion passed. 24. Communication from Councilmember George appointing Emily Petro to the Lakewood Animal Safety & Welfare Advisory Board. (pg. 143) Motion by President O'Leary, seconded by Vice President Anderson to receive and file the communication. On the motion: All members voting yea. Motion passed.
