Discussion: President O'Leary expressed thanks and appreciation to Ms. Vlach-Lasher. He <br /> noted that LASWAB has undertaken significant work over the past few years and made a <br /> significant impact on the community. <br /> Councilmember Bullock expressed appreciation to Kara for the care and work that she has <br /> invested into the City through her leadership on the Board. He characterized her as a patient <br /> and determined leader who was effective in bringing people together to resolve controversial <br /> topics. He credited her with enhancing the quality of Council deliberations through the <br /> research and advice she provided. <br /> Mayor Summers remarked that Kara was a thoughtful, trusted, and persistent leader of <br /> LASWAB who brought others to the table. He thanked Kara for her leadership. <br /> On the motion: All members voted in favor. Motion passed. <br /> 12. RESOLUTION 9070-19 - A RESOLUTION to recognize and thank Kara Vlach-Lasher <br /> for the quality of her service and impactful leadership on the Lakewood Animal Safety & <br /> Welfare Advisory Board since her appointment in 2014. (pg. 20) <br /> At the request of Councilmember Bullock, President O'Leary provided a full reading of the <br /> resolution. <br /> Motion by President O'Leary, seconded by Vice President Anderson to adopt Resolution <br /> 9070-19. <br /> Public Comment: Kara Vlach-Lasher addressed Council to thank them for the resolution. She <br /> recognized the many fellow board members that she served with on LASWAB over the past <br /> five years. <br /> On the motion: All members voted in favor. Motion passed. Resolution 9070-19 adopted. <br /> 13. Communication from Councilmembers Bullock & Anderson regarding educational <br /> requirement for registered contractors. (pg. 21) <br /> Motion by Vice President Anderson, seconded by President O'Leary to receive and file the <br /> communication. <br /> Discussion: Councilmember Bullock remarked that the proposal is a result of conversations <br /> with the Building Department. He spoke about the trend of investors buying homes and the <br /> need to protect the buyer in these cases. He stated that we are well served by having <br /> contractors up to speed on the City's standards and to facilitate a relationship between them <br /> and the building department staff. <br /> 6 <br />
