20. RESOLUTION 9077-19 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, requesting the Cuyahoga County Fiscal Officer to draw and the Cuyahoga County Treasurer to pay to the City of Lakewood Director of Finance an advance of all real, personal property, estate taxes and special assessments collected in the year 2020 in such amounts as may be requested and available. (pg. 34) Motion by President O'Leary, seconded by Vice President Anderson to refer Resolution 9077-19 to Finance Committee. On the motion: All members voted in favor. Motion passed. RESOLUTION 9078-19 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Fiscal Officer. (pg. 38) Motion by President O'Leary, seconded by Vice President Anderson to receive and file the communication. All members voted in favor. Motion passed. ****PUBLIC COMMENT"" Coletta Graham — 1286 Chase Ave. Mrs. Graham asked questions about the hospital demolition, expressed frustration with the timing of the traffic lights at Detroit and Bunts and Detroit and Andrews, and also expressed concern about the quality of the workmanship on the exterior of a home in her neighborhood. 9
