President O'Leary made a motion, seconded by Vice President Anderson, to receive and file <br /> the report. <br /> All members voted in favor. Motion passed. <br /> 2. ORDINANCE 09-19 - AN ORDINANCE to amend Section 1105.02 of the Zoning Code <br /> of the Codified Ordinances of the City of Lakewood by changing and revising the Zoning <br /> Map of the City with respect to certain property as set forth and described as 13900 Lake <br /> Avenue (PPN 312-05-011) from RIM (Single-Family Residential, Medium Density) to <br /> PD (Planned Development). (Placed on 1st reading and referred to Planning <br /> Commission/ABR 3/4/19; 2nd reading 3/18/19) (pg. 1) <br /> President O'Leary clarified with Directors Butler and Sylvester that there was no substitute <br /> version of Ordinance 09-19, which they confirmed to be true. President O'Leary then made a <br /> motion, seconded by Vice President Anderson, to adopt Ordinance 09-19. <br /> Several councilmembers personally extended thanks to all parties involved for their hard <br /> work on this project. It was noted that the taxes generated by the development will help <br /> benefit the school district and that investment by the private sector will help make the city <br /> sustainable for future administrations and Councils. <br /> Carolyn Gregory of 13888 Lake Ave. thanked everyone for their hard work. She expressed <br /> her initial reservations and thanked the mayor, the Planning Commission, and Council for <br /> providing oversight of the project and responding to her emails. <br /> On the motion: All members voted in favor. Motion passed. Ordinance 09-19 adopted <br /> 3. Public Safety Committee report regarding meeting held July 15th, 2019. (to be provided) <br /> Councilman Bullock reported that two ordinances, Ordinance 05-19 and Ordinance 21-19, <br /> were discussed at Public Safety committee prior to Council's regular meeting that evening. <br /> Ordinance 21-19 is an update to the city's code required for Lakewood parcels in flood plains <br /> to participate in the National Flood Insurance Program. There was a deadline of August 15th <br /> set for the legislation to pass. The committee recommended adoption of a substitute version <br /> of the ordinance and requested suspension of the rules in order to pass it on first reading. It <br /> was explained that FEMA recently updated their flood plain maps in 2019, after doing so in <br /> 2010, and the increased risk of loss prompted parts of Lakewood to be mapped in flood <br /> plains. <br /> Ordinance 05-19 clarified rules used to curb distracted driving. The committee did not come <br /> to a clear consensus on rules regarding the use of handheld mobile phones, however the main <br />
