30. Communication from Planning Director Sylvester regarding Intergenerational Community <br /> Center Advisory Panel. (pg. 10 1) <br /> Motion by President O'Leary, seconded by Vice President Anderson to receive and file the <br /> communication. <br /> All members voted in favor. Motion passed. <br /> 31. RESOLUTION 2019-12 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law, appointing <br /> to the advisory panel reviewing responses to the City's request for <br /> qualifications for the Intergenerational Community Center Adaptive Reuse Project at the <br /> former Cove United Methodist Church site. (pg. 102) <br /> President O'Leary recapped previous discussion in which Councilman O'Malley was <br /> discussed as a candidate for this position. <br /> Councilmember Bullock sought to establish expectations about the type of communication that <br /> a member would bring back to Council. He also requested a specific description of the role the <br /> appointee will play. <br /> Director Sylvester elaborated on the role of the panel, which is to recommend the best and <br /> most qualified developer for the project. Their task is to make a recommendation. He remarked <br /> further on the time commitment and expected process. <br /> Councilmember O'Malley stated that he is amenable to serving or to deferring to a colleague. <br /> He pointed out Councilmember Litten's expertise in human services. He stated that he would <br /> report back to Council if selected. <br /> Councilmember Litten stated that he is amenable to serving or to deferring to a colleague, <br /> noting that the project is in Councilman O'Malley's ward. <br /> Motion was made by Councilmember Rader, seconded by President O'Leary to appoint Dan <br /> O'Malley. <br /> Councilmember Anderson raised the possibility of amending the resolution to allow both <br /> members to serve. <br /> President O'Leary spoke to the benefits of this solution but advised that both members should <br /> not serve on the same council committee in 2020. <br /> 12 <br />
