Public Comment: Mr. John Hill — 1075 Lakeland Ave. —Mr. Hill expressed his opposition to <br /> line items in the ordinance that allotted money for police equipment, such as ammunition. He <br /> noted his opposition to the use of tear gas. President O'Malley noted that the ordinance was <br /> already passed in 2019 and that it is only being amended to include additional expenses for <br /> municipal engineering consulting. He added that he believes that the Lakewood Police <br /> Department does not use tear gas. <br /> On the motion: A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The rules were suspended to allow for the adoption of Ordinance 33-19B on <br /> second reading. <br /> President O'Malley made a motion, seconded by Vice President Litten to adopt Ordinance 33- <br /> 19B. <br /> Discussion: Councilmember Bullock spoke to the police line items raised by Mr. Hill in his <br /> public comments. Chief Malley noted that the ammunition is used for training and increase <br /> competency in use of firearms. Police equipment line items are supplies, such as pens, paper, <br /> and anything else used to operate the police department. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Ordinance 33-19B was adopted. <br /> 8. Public Safety Committee report regarding meeting held June 8, 2020. (to be provided) <br /> Councilmember Neff read the following report into the record: <br /> All committee members were present as well as several council members. In addition, Police <br /> ChiefTim Malley,Fire Chief Tim Dunphy, other members of the Lakewood Police Department, <br /> Mayor George, and members of her administration participated in the meeting. <br /> We discussed three topics . First, was Ordinance 10-2020, which relates to pay for Traffic <br /> Guards during extended emergency or disaster situations that requires the schools to be <br /> closed. In particular, the Mayor and Chief Malley articulated the rationale for amending <br /> section 135.05(c) Traffic Guards Rate ofPay. There was a healthy discussion about the issue. <br /> The amendment will allow for Traffic Guards to be paid for five (5) consecutive calamity days <br /> per incident during an extended emergency and school closing. However, Traffic Guards will <br /> continue to be paid during the regular schools winter and spring breaks. All committee <br /> members unanimously agreed to refer the amended Ordinance to Council for adoption. <br />
