The second item we discussed was Resolution 2020-32, Gun Violence Awareness Day, which <br /> was adopted at the Lakewood City Council meeting on June 1, 2020. At that meeting June S <br /> was declared Gun Violence Awareness Day in Lakewood. Mary Anne Crampton, a resident <br /> and advocate for Gun safety made pointed remarks about incorporating the BeSmart program <br /> into the Lakewood Schools education curriculum. She helped to facilitate the conversation <br /> about educating adult Gun owners and parents who are ultimately responsible for our <br /> children's safety. <br /> Some brainstorming ideas on how to communicate to parents and adults about Gun safety <br /> were to include distributing information at Safety Town, childcare centers, the Family Room, <br /> Home Alone Program, parent school orientations, and libraries. Ms. Crampton and Chief <br /> Malley will collaborate with the school board members and Superintendent Barnes. <br /> Third, we briefly discussed best practices for police use offorce and we were informed that <br /> the Lakewood Police Department's policy was amended in 2017. Also, the Department's <br /> policies are developed by Lexipol. This service monitors court decisions and writes policy <br /> based upon those legal outcomes to ensure compliance and best practices. Lexipol provides <br /> daily training bulletins that are utilized the the police department. Another service that helps <br /> to provide input on the use offorce policy is a diverse statewide stakeholders group names <br /> Ohio Collaborative. The state collaborative acts as a watchdog and they review law <br /> enforcement policies and certify those policies. <br /> In closing the meeting Chief Malley spoke about how the department has undergone Crisis <br /> Intervention training. The training has essentially eliminated use offorce among individuals <br /> with mental health issues. The goal is to have ongoing discussions to address gun violence <br /> awareness and police use offorce policies. <br /> Councilmember Neff made a motion, seconded by President O'Malley to receive and file the <br /> report. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The report was received and filed. <br /> 9. ORDINANCE 10-2020 - AN ORDINANCE to take effect June 1, 2020 provided it <br /> received the vote of at least two-thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, amending Section 135.05(c), Traffic Guards, <br /> Rate of Pay; Exceptions, of the Codified Ordinances of the City of Lakewood to allow to <br /> suspend salaries to Traffic Guards during an emergency where students are no longer <br /> attending classes in schools.
