RESOLUTION 2020-36 — A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, appointing as the ex-officio non-voting member of the Tree Advisory & Education Board for a three year term beginning January 1, 220 and ending December 31, 2022. (pg. 18) President O'Malley made a motion, seconded by Vice President Litten to refer Resolution 2020-36 to Committee of the Whole. Discussion: Councilmember Bullock stated that he has attended the last two meetings of the Tree Advisory Board and that the board is off to a good start. He suggested that a new councilmember serve as an ex-officio non-voting member. On the motion: A roll call vote was taken as follows: Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner Nays —None Motion passed. Resolution 2020-36 was referred to Committee of the Whole. 13. Communication from Councilmember Kepple, President O'Malley, Mayor George, and Lakewood City Council members regarding 21 Day Racial Equity and Social Justice Challenge. (pg. 19) President O'Malley made a motion, seconded by Councilmember Kepple to receive and file the communication. Public Comment: Laura Rodriguez-Carbone—2069 McKinley Ave.—Ms. Rodriguez-Carbone expressed hope that the challenge can spur additional communication with Lakewood's refugee and minority communities. Paige Robar of the YWCA Greater Cleveland provided a link in the meeting's chat to the YWCA's 21 Challenge. She gave an overview of the organization's mission and the 21-day challenge. President O'Malley shared the comments of Sydney Heckler who urged Council to push for concrete change in policy regarding policing and education to create tangible change for people of color in Lakewood.
