21. Communication from Director Ducu regarding the Cuyahoga County Healthy Urban Tree <br /> Canopy Grant Program. (pg. 41) <br /> President O'Malley made a motion, seconded by Vice President Litten to receive and file the <br /> communication. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. The communication was received and filed. <br /> 22. RESOLUTION 2021-18 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law, authorizing the Mayor <br /> or his designee to enter into Healthy Urban Tree Canopy Grant Program Project Agreement <br /> with Cuyahoga County to accept an award of $50,000 and requiring Lakewood's <br /> previously budgeted $75,230 as a match. (pg. 42) <br /> President O'Malley made a motion, seconded by Councilmember Rader to refer Resolution <br /> 2021-18 to the Public Works & Sustainability Committee. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Resolution 2021-18 was referred to the Public Works & Sustainability <br /> Committee. <br /> 23. Communication from Mayor George regarding nuisance declaration — false fire alarms. <br /> (pg. 52) <br /> President O'Malley made a motion, seconded by Vice President Litten to receive and file the <br /> communication. <br /> Discussion: President O'Malley noted that the nuisance ordinance was amended in 2016 to <br /> include police alarms and that the newest update will add fire. Councilmember Rader thanked <br /> the mayor for the legislation and noted how it could cut down on unnecessary use of resources. <br /> Vice President Litten added that there are exceptions in the law that include menacing by <br /> stalking. <br /> A roll call vote was taken as follows: <br />
