Assistant Director Swallow added that the Law Department is currently working with other <br /> departments to amend the ordinances to create incentives for lateral entry of new police officers. <br /> Currently, having to start over at the bottom of the pay scale for officers transferring from <br /> another department has been a deterrent. <br /> RESOLUTION 2020-39A -A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to <br /> take effect at the earliest period allowed by law, to amend Resolution 2020-39, <br /> adopted August 3, 2020 in order to extend the curbside express parking program. <br /> Councilmember Kepple introduced Resolution 2020-39A, explaining that it extends the curbside <br /> parking program until 12/31/22 and matches the extension of the outdoor dining legislation. She <br /> noted that Director Leininger had expressed support for the continuation of the program. She <br /> spoke about the advantages of supporting the program through legislation in order to clear up <br /> any uncertainty and to communicate the City's intentions to businesses. <br /> Councilmember Bullock expressed support for the current program and for continuing it through <br /> this legislation. <br /> Councilmember Litten expressed some concern that the express parking spots may put additional <br /> strain on the City's parking situation as traffic volumes increase. <br /> Director Leininger agreed that parking needs would need to be monitored. He pointed out that <br /> the program is crafted to minimize the impact on parking on block-by-block basis. He expressed <br /> confidence that the City can maintain some semblance of this program moving forward. <br /> Mayor George pointed out that the original legislation importantly establishes a set process that <br /> involves Public Works, the Mayor and the Chief of Police. <br /> The Committee agreed to re-evaluate the program if parking demands begin to surpass the desire <br /> for curbside services in the future. <br /> A motion was made and seconded to recommend Resolution 2020-39A for adoption.
