18. Communication from Councilmembers Neff & Shachner regarding the July 4 1 parade. <br /> (pg. 083) <br /> Motion by President O'Malley, seconded by Vice President Litten to receive and file the <br /> communication. Motion amended by President O'Malley, seconded by Vice President Litten <br /> to refer the communication to Committee of the Whole. <br /> Discussion: Mayor George explained her rationale for canceling the July 4 1 Parade and <br /> emphasized that it was a difficult decision not made lightly. Due to logistics that she cited, <br /> she believes the parade can not go forward in time for Labor Day. <br /> On the motion: All members voted in favor. Motion passed. <br /> 19. Appointment from Councilmember Shachner to the Citizens Advisory Committee. (pg. <br /> 084) <br /> Motion by President O'Malley, seconded by Vice President Litten to receive and file the <br /> communication. All members voted in favor. Motion passed. <br /> 20. Communication from Director Dillinger regarding Juneteenth as an observed city <br /> holiday. (pg. 085) <br /> Motion by President O'Malley, seconded by Vice President Litten to receive and file the <br /> communication. <br /> Discussion: In response to a councilmember's question, Director Dillinger clarified that falls <br /> on a Saturday is observed on the Friday and any holiday falling on Sunday is observed on <br /> Monday. <br /> On the motion: All members voted in favor. Motion passed. <br /> 21. ORDINANCE 25-2021 - AN ORDINANCE to take effect June 19, 2021 provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, amending <br /> Section 149.10, Holidays, of the Lakewood Codified Ordinances, to establish Juneteenth <br /> as a City holiday and observe such holiday on July 2, 2021 and on June 19 of each <br /> subsequent year.
