He added that it was wise to put the program off while people have <br /> been struggling through Covid. <br /> Councilmember Bullock stated a desire to consider affordability while still maintaining a high- <br /> quality sidewalk. He spoke to the improved system of replacement and the co-responsibility for <br /> sidewalks and tree lawn trees. He asked to gain a sense of how many people afford the option of <br /> the city contractor and financing associated with the program. He noted the convenience of the <br /> city offering a turnkey contractor and the ability to finance slab replacement over time. <br /> Councilmember Shachner spoke to Director Ducu's point about future inflation and costs of <br /> concrete. He stated he'd like to see the numbers for the program once it's set at a certain <br /> percentile, which would protect against inflation. Director Ducu suggested adding language on <br /> replacing blocks that just need replacement, to protect against homeowners asking the city to do <br /> the entirety of the sidewalk and incurring more cost to the program. He noted the benefits of <br /> providing them with a contractor that the city trusts and the contractor's ability to work around <br /> trees and avoid price gouging seniors. <br /> Chairman Rader adjourned the meeting without objection.
