ORDINANCE 35-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council to amend <br /> Section 515.05 of the Noise Control Ordinance to adjust the maximum sound levels <br /> permissible by the receiving land use. All members in favor. Motion passed. Ordinance 35-2021 was adopted. <br /> 9. ORDINANCE 36-2021 - AN ORDINANCE to take effect January 1, 2022 to amend <br /> Section 1309.15 Plans Examiner Fee to establish a fee for residential plans examining to <br /> reflect Lakewood's cost in reviewing such plans. (P' read and referred to HPD 10/4/21; <br /> 2"d reading 10/18/21) (pg. 12) <br /> Motion by President O'Malley, seconded by Vice President Litten to adopt Ordinance 36- <br /> 2021. All members in favor. Motion passed. Ordinance 36-2021 was adopted. <br /> 10. Committee report regarding Health & Human Services Committee meeting held <br /> November 1, 2021. (to be provided) <br /> Chairman Litten delivered the following oral report: <br /> The Health and Human Services Committee met this evening to discuss, primarily, a renewal of <br /> the City of Lakewood's contract with the Cuyahoga County Department of Health to provides <br /> services for the next two years. To try to summarize what was a lengthy discussion again, two <br /> years; talking about$6 per capita for 2022 and$6.60 per resident in 2023. Commissioner Allen <br /> and others shared with the committee that Lakewood has a 70% vaccination rate across our city, <br /> which is no small task especially compared to lots of other local municipalities. As a committee, <br /> we also acknowledged the heavy lift that our County Health Department has had to undertake in <br /> order to promote a safe COVID environment in our city, of course, but also throughout our <br /> county. They've had no shortage of challenges, threats, things like that to contend with. (As I <br /> know, many in our city have had to do because of the same issue.) We as a committee <br /> acknowledged the hard work that they have done to promote our public health throughout the <br /> county. Director Gelsomino, in addition to acknowledging the work, also requested that we get <br /> an annual report which we've gotten in the past. The committee did end up recommending <br /> adoption of Resolution 2021-52. <br /> Motion by Councilmember Litten, seconded by President O'Malley to receive and file the <br /> report. All members voted in favor. Motion passed. <br /> 4 <br />
