11. RESOLUTION 2021-52 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least five members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the Mayor to <br /> enter into an agreement with the District Advisory Council of Cuyahoga County, Ohio <br /> General Health District for the provision of public health services within the City of <br /> Lakewood for a two year period in an amount not to exceed $305,652.00 commencing <br /> January 1, 2022 and $336,217.00 commencing January 1, 2023..... (Referred to HHS <br /> 10118121) (pg. 14) <br /> Motion by President O'Malley, seconded by Vice President Litten to substitute Resolution <br /> 2021-52 to correct a typographical error. <br /> Discussion: President O'Malley inquired whether the term length of the agreement was <br /> standard or if there was a reason for the change. Director Gelsomino indicated that the two- <br /> year term was put in place so that the Board of Health can better plan for building its <br /> infrastructure. Vice President Litten added that the plan made sense when it was explained to <br /> the Health & Human Services Committee. <br /> On the motion: A roll call vote was taken as follows: <br /> Yeas - Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Resolution 2021-52 was substituted. <br /> Motion by President O'Malley, seconded by Vice President Litten to adopt Resolution 2021- <br /> 52 as substituted. <br /> A roll call vote was taken as follows: <br /> Yeas - Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner <br /> Nays —None <br /> Motion passed. Resolution 2021-52 was adopted as substituted. <br /> 12. Committee report regarding Public Works & Sustainability Committee meeting held <br /> November 1, 2021. (to be provided) <br /> Chairman Rader delivered the following oral report: <br /> The Public Works & Sustainability Committee met today and heard two separate pieces of <br /> legislation; One resolution and one ordinance. The resolution pertains to two grants we are <br /> putting in for. These are a yearly occurrence where the city engineer actually applies for funds <br /> for, this year, two projects to the Public Works Commission at the State. The first project <br /> involves Elmwood and Reveley - doing some watermain work there. We have to follow the <br /> state's state scoring process and one of the important components is the flow of the fire <br /> hydrants. We put in for projects on streets that have low flow hydrants and low flow pipes. These <br /> were the lowest flow hydrants in the whole city on these two streets. The other project is a wet- <br /> weather improvement project that's going to be near Parkwood that's replacing a 100-104 year- <br /> 5 <br />
