old watermain. Those projects are going forward. They're going to happen in 2023. This is to
get some of that money offset with grants or loans. (If we don't make the grant cut, there's an
opportunity for loans). We learned also that we had won some loans last year for this upcoming
year for some projects. So, hope to hear that those projects go forward and we are able to win
those. We did approve that piece of legislation for adoption here tonight.
The second piece was an ordinance that has to do with capping sidewalk costs for
residents for the sidewalk program at $1000. That was the beginning of the discussion on that
and Mr. Shachner gave us a great overview on how this piece of legislation changes one part of
the law that would again cap what residents would pay out of pocket for improving their
sidewalks. We are currently in year 8 or 9 of the sidewalk restoration program, with a year or so
to go with that. That discussion moving forward will take two tracks - one is looking at how we
work with the current projects, and the second track is going to be how we do the next round. As
we learned, there will be another round, as we've known for a while, we were going to start all
over again at the beginning with the sidewalk leveling. Every 10-12 years we have to do that.
It's important. It's a great project. I think it's been very successful. Were almost done. We're
going to do it again. I think we need to build in some more affordability mechanisms into that.
Looking at trying to cap and doing something to make it more affordable now. Particularly in
light of the pandemic and folks'ability to pay and looking to see what we can do in the future for
the next round of sidewalk improvements. I really want to thank Councilmember Shachner for
bringing this to the committee's attention. I look forward to having another meeting on this soon
and continuing this discussion.
Motion by Councilmember Rader, seconded by President O'Malley to receive and file the
report.
Discussion: Councilmember Bullock also thanked Councilmember Shachner for bringing
this up and for his care and concern for affordability.
On the motion: All members voted in favor. Motion passed. The report was received and
bled.
13.
