the Codified Ordinances of the City of Lakewood, to cap the cost of required repairs to <br /> sidewalks at $1,000 for certain qualified property owners that participate in the Sidewalk <br /> Program. (I"read and referred to PWS 917121; 2"d reading 9120121) (pg. 25) <br /> Motion by President O'Malley, seconded by Vice President Litten to defer Ordinance 31- <br /> 2021. All members voted in favor. Motion passed. Ordinance 31-2021 was deferred. <br /> 15. Committee report regarding Finance Committee meeting held November 1, 2021. (to be <br /> provided) <br /> Chairman Bullock delivered the following oral report: <br /> Finance Committee met today. All members were present. We had a good discussion regarding <br /> proposed Ordinance 29-2021 to allow credit for accrued vacation time. So the proposed <br /> ordinance is to grant vacation time to employees who are hired part time and allow accrual of <br /> vacation time in credit for prior service with other political subdivisions. We recommended <br /> adoption of this substitute version. It is in Granicus and appears on councilmembers' dockets as <br /> substitute number 002. There's some changes to the effective dates. There was one change <br /> Director Dillinger referred to changing the maximum balance in the proposal from 200 to 120 <br /> hours. The committee recommended adoption of that version tonight. <br /> Beyond that, we had a good discussion about the value to the city of updating our <br /> employee benefits to be responsive to labor market trends where we're trying to attract and keep <br /> talented employees. There's a value to the city to do that. There's a value to not have vacancies <br /> and to have continuous service. So that's all important and good recommendations on the part of <br /> the director. For satisfying the equally significant duty or desire to have a sense of what the cost <br /> to the budget would be, we had a verbal agreement that an approach that might work going <br /> forward is an annual or semiannual discussion, tracking how well these policies are working, or <br /> what course corrections we may do annually. It may turn out that the cost in hard budget terms <br /> are modest. It may turn out that they're high. But it's good practice for Council and the <br /> administration to consciously track those on a regular basis. And so we had a verbal agreement, <br /> but I certainly appreciate it would be educational to me and I hope to others too. So good work <br /> by the administration and to Director Dillinger in particular. Happy to recommend the <br /> ordinance. <br /> Motion by Mr. Bullock, seconded by President O'Malley to receive and file this report. All <br /> members voted in favor. Motion passed. The report was received and filed. <br /> 16. ORDINANCE 29-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, amending <br /> Section 149.08 Vacations, of the Lakewood Codified Ordinances to grant vacation time <br /> to employees who are hired part time to accrue vacation time and to allow for credit for <br /> prior service with the State or any political subdivision of the state and to grant vacation <br /> time to part-time employees.
