Motion passed. Ordinance 31-2021 was deferred. 15. Committee report regarding Finance Committee meeting held November 1, 2021. (to be provided) Chairman Bullock delivered the following oral report: Finance Committee met today. All members were present. We had a good discussion regarding proposed Ordinance 29-2021 to allow credit for accrued vacation time. So the proposed ordinance is to grant vacation time to employees who are hired part time and allow accrual of vacation time in credit for prior service with other political subdivisions. We recommended adoption of this substitute version. It is in Granicus and appears on councilmembers' dockets as substitute number 002. There's some changes to the effective dates. There was one change Director Dillinger referred to changing the maximum balance in the proposal from 200 to 120 hours. The committee recommended adoption of that version tonight. Beyond that, we had a good discussion about the value to the city of updating our employee benefits to be responsive to labor market trends where we're trying to attract and keep talented employees. There's a value to the city to do that. There's a value to not have vacancies and to have continuous service. So that's all important and good recommendations on the part of the director. For satisfying the equally significant duty or desire to have a sense of what the cost to the budget would be, we had a verbal agreement that an approach that might work going forward is an annual or semiannual discussion, tracking how well these policies are working, or what course corrections we may do annually. It may turn out that the cost in hard budget terms are modest. It may turn out that they're high. But it's good practice for Council and the administration to consciously track those on a regular basis. And so we had a verbal agreement, but I certainly appreciate it would be educational to me and I hope to others too. So good work by the administration and to Director Dillinger in particular. Happy to recommend the ordinance. Motion by Mr. Bullock, seconded by President O'Malley to receive and file this report. All members voted in favor. Motion passed. ORDINANCE 29-2021 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, amending Section 149.08 Vacations, of the Lakewood Codified Ordinances to grant vacation time to employees who are hired part time to accrue vacation time and to allow for credit for prior service with the State or any political subdivision of the state and to grant vacation time to part-time employees.
