we'll meet to talk about owner occupied properties, as part of our continued work to idents
barriers to affordability in Lakewood and options for how we can improve the problem. It's a
big and changing topic as the market drives a lot of this and it changes, and that was true even
before COVID hit. That's a big complicating factor, but nevertheless the city ofLakewood
would like to maintain quality and affordability since diversity of socioeconomic status has been
a key part of our city's character for generations. In the support of that, we remain a
community of opportunity, and affordable housing prices are a key part of that. The good news
is that there is a lot of interest and expertise that we're assembling, and that Council is working
on this with the administration and our non-profit partners. We look forward to part 3 of that in
a week's time.
Motion by Councilmember Bullock, seconded by President Litten to receive and file the oral
report. All in favor. Motion passed.
2. Committee of the Whole Report regarding meeting held July 11, 2022. (to be provided)
President Litten delivered the following oral report:
Committee of the Whole met a week ago as part of our monthly update from the
Planning& Development Department and Director Leininger regarding the former hospital
site redevelopment. The updates we received primarily came from Planning Commission and
focused on adjustments to the planning of the site, including but not limited to the addition of
some liner units along the proposed parking garage to add masking and density to the site. All
members of the committee were present, along with Director Leininger and Chief Storey.
Motion by President Litten, seconded by Councilmember Bullock to receive and file the oral
report. All in favor. Motion passed.
3. Finance Committee Report regarding meeting held July 18, 2022. (to be provided)
Councilmember Shachner delivered the following oral report:
We discussed 2 items during today's Finance Committee meeting, the first being
Council budget priorities. The administration was very generous with their time and staff where
we were able to present what we would like to see in the future budget. We all hope a lot of that
gets incorporated or conversations continue offline and in other meetings to make sure the city
has everything that it needs. Secondly, we talked about creating a D.A.R.E special revenue fund
for internal financial controls pursuant to Ohio Revised Code 2981.13D, which was Ordinance
22-2022. It essentially creates a new home for the financing of that program which statutorily
provides a certain portion of the officer trust fund to go into to create this program that is there
to teach children the dangers of drug use. The committee voted to recommend this for approval
by full Council.
Motion by Councilmember Shachner, seconded by President Litten to receive and file the oral
report. All in favor. Motion passed.
2
